Here’s an idea to push players towards making certain purchases using cards, without completely breaking the game if Russia gets one or two bad draws. It also kind of introduces more money into the game.
- Hearts : all land units cost -1 IPC
- Diamonds : all air units cost -2 IPC
- Spades : all naval units cost -2 IPC
- Clubs : one free industrial complex or 2 free AA guns, your choice

I don’t know where you are getting your information about battleship pricing. 1941 is the only game where they cost 16 IPCs. In 1942, Global 1940 and even Revised they cost 20 IPCs.
Look again. Battleships cost 16 IPCs in 1942. In Global, I believe they have 3 hits, but I don’t really know that ruleset.

leave the AA-gun in Caucasus alone
There’s literally no point in doing that. Germany can destroy it by sending just one INF. Leaving the country undefended already prevents a blitz because of the industrial complex (you can’t blitz through a country that has anything on it, including an industrial complex).

Actually in all recent versions of A&A battleships cost 16 and still at that price, they’re considered such a bad investment that no good player ever buys them.
I suggest you try buying cheaper units (concentrate most of your purchases on infantry, transports, and only enough cheap navy to effectively protect those transports) and you’ll quickly see how easily you win against anyone buying battleships.
How much do tanks cost in 1941? If you price them at 6, that might be ok (but still mighty good). If they cost 5, that’s way too powerful.
The cards I hate. Basically, the Allies automatically lose the game if Russia draws a heart or spade at any point in the game. It makes zero sense for Russia to buy anything but land (and especially to buy navy), plus they can’t just keep their cash and spend next turn, because 1) they need the troops now and 2) they don’t have the factory production necessary to spend 48 IPCs worth of land units in one turn.

It looks like you’re trying to play all nations simultaneously, but you shouldn’t. The way the game is played is that Germany plays its entire turn, from purchasing new units all the way to collecting money, then UK does the same. By the time UK takes Germany, Germany’s turn is over and you’re into UK’s turn. UK should capture everything in Germany’s treasury, which should be a lot more than 1 IPC (and necessarily at least 10 since Germany owned at least its capital at the end of its turn). Germany will start its next turn with no money at all, so it will be impossible to buy anything even if they retake their capital. They also won’t be collecting any money until then.

That’s probably because you can only retreat to a territory or sea zone where at least one of your units was coming from, and you brought every boat through SZ44. Since it made perfect sense for you to bring one of them through SZ52 just in case, you can edit it to that space, no problem.

Need to know if your Sub in SZ53 is going to fight or submerge? I’m attacking w/1 Sub, 1 AC, 1 CC, 3 FTR’s & 1 SBR. Also need OOL?
The sub will fight in the first round. If you score no hit, I want to know what you lost before I make any decision for round 2. If you get only one hit, I choose the sub. If you get two hits, keep the sub and lose the destroyer and carrier, and then I want to know what you lost before I decide if I want the sub to keep fighting. If you score three hits as you should, I’ll keep the sub and submerge. If you score 4 hits, I’ll just be sad I sent the sub to its death!
