Bad idea. Extra planes aren’t needed and any new sculpt would increase the price of the game, going against the spirit of 1942 (keep it simple and cheap).

Your rule doesn’t say that a sub must be within 2 sea zones of a nation’s factory to affect them, it just said that it has to be within 2 sea zones of an allied factory. If the intent is otherwise, you’ll have to reword it.
You also didn’t mention the order of choice for national advantages. Lots of stuff isn’t spelled out in your previous posts. They need to be ironed out.

Your Tiger Tanks would become relevant if you simply made their repair free at the end of the turn. Then they would become the land equivalent of a battleship. I also don’t see any good reason to limit them to 3 on the map, it just complicates things. However, the whole rule is unworkable for anyone who doesn’t have special tank models or chips lying around.
For Commonwealth volunteers, to balance it you might want to price those infantry units higher, for example 4 or 5 IPCs. Or you could limit it to one infantry unit per turn, but free.
Resilient Carriers should repair for free at the end of the turn like battleships do (and so should Tiger Tanks). That’s one less thing to keep track of and so makes for a better designed game.
Using chips to keep track of things isn’t an option either for someone who only owns 1942.2 and doesn’t have extra chips of a different color lying around.

I like your NAs in general but I have a few comments and questions:

Tiger Tanks are completely useless. There isn’t a single situation where you wouldn’t do better buying 2 INF and 1 ART for the same price. They would attack at 5 and defend at 6 (rather than 4 and 4) and after one loss is taken, would still attack and defend at 4. In addition, they would cost only 3 to replace the lost INF as opposed to tiger tanks that cost 5 to repair one hit.

U-boat Interdiction is too powerful with 6-IPC subs if you allow it to take away both British and American cash just by sitting near India. Forcing them to be in the Atlantic would at least allow the Allies to go after them, while making more sense historically.

Lend-Lease is too powerful when you allow air units. That’s why Larry Harris changed it to land units only in Revised.

For Red Army Conscription, where are we supposed to find red infantry units? Remember this is 1942.2.

For Mobile Industry, you should only allow production if the territory was under your control at the beginning of your turn, as in Revised. Might also want to limit them to red territories.

Commonwealth Volunteers seems very powerful, basically allowing UK to produce units directly in the Middle East and Africa without needing transports and a defensive fleet.

How is one supposed to represent Yamato-Class Battleships? I suggest just making this ability apply to all their battleships. It’s not like battleships are a good value to start with.

If you make destroyers work against subs only on a 1:1 basis, you’ll have to increase sub cost to 8 IPCs or they’ll be grossely overpowered. It’s already tough defending against subs when you need to spend 8 IPCs for every 6 IPCs spent by your opponent. If every sub that isn’t matched also gets to make a first strike, then it gets ridiculously overpowered for the guy buying subs. Either that, or bring their attack down to 1 (but I don’t think that would be enough).

3. By comparison, the Axis unit advantage becomes less important because those starting units are easier to match with more money floating around.

You increased all economy but didn’t increase starting units. Therefore the side reliant on its bigger economy gets an even bigger advantage and the side reliant on its starting units gets screwed.
Here’s an example you might understand. Let’s say I give you a choice between getting $100 now or placing it for you at 4% interest and giving you the money plus interest 3 years from now. You might choose the first option, because you know a place where you can get 5%. Meanwhile your friend might choose to get the money later plus interest. Let’s say that after you made your choice, I tell you both that anyone who chose to get the money later with interest will now get 8% interest instead of 4% (for whatever reason). But I tell you it’s too late to take that option, you’re stuck with your $100 now. Wouldn’t you think that you got screwed? Well, you’re the Axis (more units now) while your friend is the Allies (more money later), with starting units remaining the same and economies getting boosted.

Germany was already losing and would have kept losing with or without the US. Japan would have run rampant in the Pacific until Germany got dealt with, then UK and the Commonwealth countries would have started pushing Japan back. So basically, Germany would have fallen in 1944 anyway (1945 at the latest) and Japan would have taken a lot longer to settle, maybe until 1950. But The Allies definitely would have won WWII even if the US had stayed out of it the whole time.

Zombie69 - not sure sure I agree with your math. If Japan makes 30 IPC’s and Russia makes 24 IPCs, then Russia makes 80% of what Japan makes. If you add the same number (say 20) to each side, Japan then makes 50 and Russia makes 44. Now Russia makes 88% of what Japan makes- this will make it tougher for Japan to expand. If you use percentages, then it would still be the same degree of difficulty, only with more income.
Look at it this way. Tell me where I’m losing you or where you disagree.
1. In the box, the Allies start with a big economic advantage and the Axis only have a chance because they start with a big unit advantage.
2. If you add proportionately more money to everyone without adding units, you make economy a bigger factor versus starting units, therefore making any economic advantage even more important.
3. By comparison, the Axis unit advantage becomes less important because those starting units are easier to match with more money floating around.
4. Therefore, Axis loses.My idea of adding money in equal amounts instead of equal proportion isn’t based on math. A different amount might be needed. The idea is based on instinct. I think that such an amount would be just enough so that the Axis unit advantage would remain relevant. Of course, you’ll need playtesting to determine the best amount for balance, but I’m pretty sure that my numbers will start you much closer to perfect balance. At least this way, the Axis will stand a chance.

Stalingrad, no contest. No matter what Brits, Yanks or Canucks would like to believe, Russia won WWII. They were by far the most crucial to the war effort. If Britain had fallen, Churchill could have continued fighting based off Ottawa. As for the US, by the time they entered the war, it was already over and it was just a matter of playing it through and dividing up the spoils.
