      In_k, sorry! Guess I wasn’t clear.
      It would be a solo HBMR unit. NOT ALL bmr Become HBMR. The HBMR would have the same limitation(one activity… SBR, attack or attack support.) However it would be noted with a country ID chit under it. In HBMR attacks the defender would have a specific die roll to see if it was hit rather than defender choosing. If destroyed by AA gun, tran defending fire or whatever the player could build another HBMR at the 15 IPCs cost on his next build. Standard bmrs could continue to be built at any time.

      m_00, I must disagree! A one HBMR SBR can result in a 3-18 IPCs loss to the defender… a two HBMRs SBR can result in a 6-36 IPCs loss to the defender. The averages would be a 10.5 IPCs defender loss for a one HBMR SBR and 21 IPCs defender loss for a two HBMRs SBR. This is too drastic a swing.
      **I think it leans more toward encouraging a desperate attempt, via technology rolls(weapons development)at the beginning or end of the game, to change the expected outcome.

      Note: I also believe that the weapons development of Industrial Technology should be altered. When purchasing inf the cost should be 5 IPCs for 2 inf. If you wish to purchase one inf or an odd # the last one will cost 3 IPCs. All other purchases are under the regular Industrial Technology breakthrough costs.
      This would stop any Axis/Ally from out INFing his opponents in 2-3 turns. Going from 3 IPCs per inf to 2 IPCs per inf is too big a swing in the game. (See ** above.)

      With a little research each neutral country would start with set units units(see ++.) Roll the dice and another unit might be added each round. For example, roll a 1(on d6), then the country builds a unit…roll a 2, 3, 4 or 5, then the country maintains its forces…roll a 6, then the country deactivates a unit.

      ++For example, Spain might start with 2 inf/1 arm/*1 ftr. (*This is due to evidence of Spanish Nationalist Bf 109E-1s and post Spanish Civil War Bf 109E-3.) Spain would be the only neutral country, I would think, that would have a likely chance(1 in 6) of adding more arm(roll a 5 on d6)or ftrs(roll a 6.) Though Turkey might add more armor.

      Sweden and Switzerland would start with 2 inf. Most other countries would start with 1 or 0 inf(adding only inf.)

      It would be necessary to have separate development tables for each country or group. For example, what would be the odds of Rio de Oro, Angola or Mozambique ever building more than 1 inf?

      I agree with Yanny, though often never build a Japanese IC in Asia. I build 2 trans on J1 and 1 tran each turn until I have 1 more tran than I have IPCs to load it. This gives me fodder or the option to split forces in a different way(like 2 extra IPCs available to build armor and hit Hawaii or some such.) I am always pumping 8 inf or 6 inf and 1 arm unit into Asia.

      Again, as for me, I’d rather build an extra bmr or ftr once I have 6-7 trans.

      mat, I guess I ought to put it there, but I’ve never met anyone else who believed/played it.

      The guys I played with thought we made it up. Though I don’t think we were coherent enough to be that creative. It was about 28 years ago…we were always looped on beer, hard liquor or…other stuff(you know.) The guys I played with are in a mental institution, prison, on the state Ten Most Wanted list, or a lieutenant(I doubt that’s the right title)in the local Mafia the last I heard. :)

      On Round 4(specifically, G4 and J4), at no IPC cost,
      Germany and/or Japan may click his/her/their heels together 3x,

      using his/her/their right thumbnail
      with the back of his/her/their right hand
      resting on his/her/their forehead,
      and sprinkle magic pixie dust
      (doggie doo will suffice)
      over his/her/their opponent(s)
      (NOT the gamepieces.)
      Upon completion of the above …
      if still alive, conscious and able to
      continue the game …
      the German and/or Japan player
      may chose to place either
      3 carriers with six ftrs in one appropriate sz or
      3 ICs with 3 ftrs apiece in 3 separate appropriate territories.

      Note : The current argument is whether to amend the N rule
      to allow a player to choose 2 carriers(etc.) and 1 IC(etc.)
      or 1 carrier(etc.) and 2 ICs(etc.)!
