IMO - withdraw slowly and make him chase you while loosing some troops along the way. Then when getting close to the range of planes from Moscow - kill the remainder off and retake the land.
Going after you deep into Russia unless coordinated with a large German push would just mean that Japan is giveing time to Calcutta to build up forces and to support China and throw Japan off the mainland.
They do need to dedicate some resources to take out those 18 inf and it is a long way across Russia if only using 1 step movement.I have considered trying a coordinated G1 and J1 attack on Russia, but haven’t had the opportunity yet.

France would be the hardest :D
But of the “major” powers, I’d say Italy 'cause they’re the wipping boy in Europe when the war gets brought to them by the massive US and have a hard economy.
USA is easy. Sit back, build, wipe out everybody.
Germany is … well hard because they’re the carrying force, but they will quickly gain good ground and income.
Japan is hard and needs to be very offensive on multiple fronts and will usually get slapped upside down by the USA, but well, I still subscribe them more chances than I would Italy :o
UK - while pressed in both theatres they can afford to loose one capital and still move on. Makes it easier for the controlling player. Plus if Sealion is not attempted (fast), London can just chug along.
Anzac - well, pretty much just harass with fighters/ship and your job is done.
Russia can be difficult, but usually can survive relative easy. -

I dont know, getting 31 ipcs a turn vs gettign 37 does alot of damage over 4-5 turns, not counting another 6-7 from german gains. it becomes very hard for russia to hold off a 50 ipc per turn germany. And how does this give allies the tempo?
It’s giving the allies “tempo” because you’re dedicating resources to take 1 IPC lands, usually at a cost of units, which could be used to bring the conflict to India, Anzac or even the US.

I think the Axis look strong.
Japan looks to have a good grip of India, and while there’s many Chinese left, you can see that Germany and Japan is close to linking up.So even though Germany looks thin in Europe and have lost the Med. - and even though Russia looks to have many troops left, Russia is all but surrounded by Germany/Italy. So if you can prevent reinforcement into Russia, it looks like Axis can pull this off.

Well I guess if the Italians managed to take South Africa(pizza factory?) and Pac UK gets it back then they (Pac UK) would get the income and stuff.
UK Pac only receives income from the Pac side of the map.
I believe it is clarified by Krieg somewhere in the FAQ thread -
