IMHO I think our primary consideration should be the [b]TYPES OF UNITS[/b].

I totally agree - this should be the primary consideration. The supplement sets should truly supplement the OOB parts mix in a uniform way so that every nation has the opportunity to purchase, for example, light aircraft carriers.

This is an unsolicited plug for the custom roundels from HistoricalBoardGaming.com.  I just received my first sets today and they look AMAZING.  Without any exaggeration these are a better quality than the actual Hasbro versions - stemped cleaner, printed better, and thick.  If you have been thinking about ordering, you won’t be disappointed.
