      I am not sure if this question is answered anywhere… couldn’t find it in the rulebook nor in the FAQ nor on this forum:

      Can you build ICs in 0 IPC territories (or in other words, in neutral territories or on islands)?

      I very much assume ‘no’ as according to my understanding of the rules you wouldn’t be able to place units in that territory, however I wasn’t able to find a confirmation of this.

      In the following save file of a game of Classic 2nd Edition, the Japanese have a rocket that is three spaces away from an enemy IC (British controlled Berlin). Per the rules, it should get an opportunity to fire. However TripleA doesn’t roll for it. It says in the history: “Japanese has no targets to attack with Rockets”.

      Is this a bug or am I not understanding the rules for Rockets? Here are they for reference.
