Kamikaze attacks cannot target a Sub.
I think the main reason for this, is that the Japanese did not do it.
The Japanese code of honour required attacks to be made on (large)warships.
The game reflects this.
It would, I suppose, also go counter to the game’s rule that a Destroyer is required to hit a Sub too.
