Yes you are correct. Maybe it should be reversed. Maybe If the Capitol is captured then all naval units are rolledfor. If a Territory other than the capitol is captured then all naval uinits stay Pro.

Also on Pro-Allied Neutrals (not specific to 7.2)
Turn 1 - Germany takes Warsaw. Western and Eastern Poland remain. Do these revert to Pro-Allied neutral spaces or do the IPC still go to UK?
Poland has their own set of rules. If Warsaw is captured the units stay pro allied just as the reg pro alied rules. If warsaw is not captured after G1 then it can become a playable power or UK. This is even if Germany doesnt attack warsaw at all.

From Pro-Allied Neutrals page 28
“If any naval units adjacent to a territory attacked or captured then roll for each naval unit.”
I am assuming the reference to an attack is misplaced. If I send my Albanian Inf (1-attacker) in a suicide run at Greece (5-Defenders) the Greek Navy would not roll for surrender. The roll occurs only on the capture of an adjacent province. Is this correct?

As long as there is a naval base and IC then you can build ships. Smae idea as capturing a territory with a Major IC and a Naval base.
As for the ships that are on the setup for countries without naval bases……lets not get too technical! BUT, Koba is correct…That is why we changed the Battleships to Coastal Battleships.

It wouldn’t be boring non-combat movement for the US….they dont do anything til turn 5-7 anyway…would be a cool dynamic to add for the US player.

Why not have a more realistic lend/lease. Load up transports and escort them across the oceans and deliver money, units, supplies…etc. During lend lease phase load transports with money and escort them…maybe 6-8 movement…Each transport can carry 10 IPCs. This would slow the lend lease down some and would make the intervention more realistic. Of course if a transport is sunk the cargo is lost!! A US lend lease convoy that is attacked would not bring the US into the War early.

The Fortifications should only be 1 per territory. I want to say this was changed so more would be used but they prove to be too strong in numbers.

The Dutch are pro-allied. The Germans should never be able to get the Dutch navy under any circumstances. All things Dutch get absorbed by the other allies when Holland falls.
Yes!!! This only applies to Strict Neutrals……and of course the Vichy rule.
