Since Early 2024 we have play tested the Strategic Bomber Commander rule.
The rules are similar to the Air Fleet Commander, but includes only Strategic Bomber units - and the production is limited in numbers as well as specific Nations.
Test results are positive, and we expect to release the Strategic Bomber Commander rulebook no later than Early 2026.

Did USSR purchase any units when they received Penalty 10 IPC from the Italian attack in Early 1941?
These rules have been delayed due to the massive amount of G40 HRE games we currently play as part of the training for the 6th Northern European Axis & Allies Wiking-Con held in Denmark.
We expect to release the rules in Late 2025.
The Total Naval War rule is part of the Total War concept.
In Early 1943 World War II is defined as a Total War - and mass production of specific land and air units benefits the major powers (see pg. 50 in the G40 HRE rulebook).
The Total Naval War is designed with the same game mechanisms as Total War, but concerns only specific Naval units and specific Nations.
We expect to release the Total Naval War rules in Late 2025, when play testing has ended.

In your example, the enemy Escort unit must be regarded in the same way as an enemy Destroyer unit concerning blocking the movement of U-Boats.
So, if I understand correctly - on Germanys turn during Combat Movement the German U-Boat unit leaves the sea zone with an enemy Escort unit and launches an attack in an adjacent sea zone?
If the German U-Boat unit survives the attack and wants to retreat to the sea zone from where it came, this sea zone must be clear of any Escort and/or Destroyer units - since these units both block the movement of Submarines.
Once the German U-Boat unit has retreated to the sea zone from where it came (this sea zone must be clear of any enemy Escort/Destroyer units) - the German player can announce that the German U-Boat is inside the Pen.
All rules concerning Submarine (and U-Boat) units vs. Destroyer (and Escort since an Escort has some similar abilities as a Destroyer) units are OOB.
So, in your example the Combat Movement and Combat phases etc. are resolved according to the OOB rules.
Remember:
When a U-Boat unit is inside a U-Boat Pen unit - the U-Boat unit is still in that Sea Zone. The only difference is, that enemy Destroyer units cannot attack a U-Boat unit when it is protected by the Pen unit.
The Air Fleet Commander rules have 1 minor change:
This change only concerns the air units that can be part of an Air Fleet.

2025: Axis & Allies Global 1940:
Concerning the addition of multiple Optional Rules (see the Axis & Allies Global 1940 House Rules Expansion thread) we advice players to study those Optional Rules in order to implement some of the units during Strategic Planning.
We have decided that G40 HRE games played on TripleA also qualifies for the G40 HRE World Championship.

Rules Clarification:
Concerning islands in the Pacific Ocean with increased IPC values:
The starting IPC level for each Nation is the same as OOB. The increased IPC values on the islands in the Pacific Ocean has no influence at the Starting Income from game start.
When an islands is captured by the enemy it goes like this:
If Philippines Islands is recaptured by Allied forces, the US IPC level is increased with 5 IPC - and the Japanese IPC level is decreased with 5 IPC.
The same rule aplies when Dutch islands are taken over by either Axis or Allied forces.
We encourage G40 HRE players to use the G40 HRE Tournament Rules in order to practice for the Wiking-Con events - as well as the 2026 World Championship.
