The OOB basic game mechanisms where Japanese Kamikaze cannot attack Transport units also aplies to the G40 HRE Kamikaze rule.
Why:

Historically the Kamikaze units were ordered to target Capital Warships, since these units were High Value Targets.
With the Capital Warships destroyed - Transport units are almost defenseless - and can easily be eliminated.

When a Japanese Strategic Plan includes the use of Kamikaze, it is important that this Strategic Plan also includes a plan for destroying enemy Transport units - to hinder enemy Island Jumping by using the same Transport units again.
Note:
US Transport units in the Pacific almost never return to their homeland in order to be loaded again. Distance is simply to great.
For the US Transport units it is a one-way ticket.
This makes it even more crucial for the Japanese to destroy the US Transport units.
Important:
Naval Warfare in Axis & Allies should be fought with two primary goals:
- Eliminate enemy Transport units
- Protect friendly Transport units
Why:
Transport units is the only way for any Nation to capture valuable islands - and increase the IPC income level on a massive scale.
By destroying the enemy Transport units - you deny the enemy option to seriously increase the IPC level.
Attack the enemy at the weakest points (Transport units) - and avoid any major Naval Battle unless you can easily win and hinder the enemy Navy from threatening again.
