@yazoinkergrapft Regardless of war/peace/neutrality or round, the rules in the Pacific for placement of US units only restricts them to not be in SZs that are Japanese controlled.
If USA is not at war with Japan, USA may not move its units into sea zones touching Japanese controlled territories.
Hawaii is an American territory so there is no restriction on US units there.
Although not asked, if a US unit is in a SZ that has neutral or allied territory (eg. SZ42 by Java) and Japan does not DOW against the US, but takes Java. Now the US on its turn (should DOW against the Japanese, but for the sake of the argument does not), the US unit is now in a SZ bordering Japanese territory. However, the US unit does NOT need to move – because the rule says the US cannot move into SZs, if it is already there, then there is no conflict. This was brought up elsewhere on the forum and a search should bring up that full discussion.
