I think this is a great idea.
I think it should only apply to the Allies if the Axis declare war on them first, while it should apply to Germany either once Berlin is attacked, or if Great Southern Germany, Western Germany, Poland, and Slovakia Hungary are attacked. It should only apply to Japan if the home islands are attacked or if they control no other territories.
@The-Captain had this idea in one of his house rules, where these homeland milita were special units who could not leave the territory where they were raised.

I’ve gamed out German Sealions by myself using a Europe only map (note the category of this thread), and despite some differences, the main contours of the game are the same.
Germany can usually grab London, but that sucks up so much German power and gives the Soviets so much time and energy to prepare that, even if Italy does incredibly well in Africa and the Middle East, they’ll have a tough time defending their existing territory against Soviet attacks (really juicing Soviet industrial production), let alone actually going after Moscow. With every German unit needed just to have a fighting chance against the Soviets, the US can easily establish control of the seas and liberate London. The Germans, even with best Italian help, just don’t have the resources to win in the east and hold their existing territory west against the large American armies. And that alone is deadly to the Axis, given how many IPCs France, the Low Countries, and Scandanavia hold.
Even though I didn’t play the following 2 games to their conclusion, I think it’s obvious that victory at this point is impossible for the Axis in both games.

I don’t know. This kind of thing requires a lot of experience and experimentation, and I don’t have either for this game.
As I stated, I recommend 20-30 IPCs for the Allies and go from there.

I’ve played multiple games against myself. I can’t remember exactly, but I don’t think the Allies even came close to winning in every game except maybe 1, where Japan was quite incompetent. With players who know the best strategies, it’s incredibly imbalanced.
I have no evidence for this, but I think you first try an Allies 20 IPC bid, see how balanced it is, then adjust it from there. You’ll need to play a lot of games with a lot of different players to get a “good” bid though. Sadly there isn’t a lot of info about Pacific 1940 specifically.

I agree with this interpretation. That Oztea makes a point of writing that an Axis attack makes them pro-Allied instead of saying that an attack by one side turns it into pro-the other side (like strict neturals) is further evidence of that.

I’m not sure if this is the right category for this question.
I recently noticed in the 2.7 TripleA pre-release that a Global 1940 mod, “France Goes First” (where France, rather than Germany, does the first turn) existed. Was this added for all TripleA players? If so, when was it added? I can’t remember whether I downloaded it myself, and if so, when.
I tried out the map and it works very well.
