So the US could if it wanted while at peace put vessels adjacent to Guam?

So the US while at peace they are unable to move its navy adjacent to any Japanese territory. Even though the US begins the game in the Philippines with naval vessels which already violate this rule.
The US cannot move its naval vessels to any of its territories that are next to Japanese territories?
So if the Philippines boats wanted to vacate the waters around the Philippines they would have to move in a manner as to end their turn not adjacent to a Japanese territory?
