Who do you all usually find that wins, if Germany is all out on Russia and Russia all out on Germany.

As the Axis, I like to use Italy to take Africa, because that’s like a 40 ipc swing. I don’t see how Italy would be all that valuable against Russia with its 10 ipcs. But that’s fine (in all the games I’ve played) because Germany is strong enough to defend against UK and fight Russia to take Moscow.
If US does KJF, would Japan be strong enough to fight Russia, China, UKP and US fleet? I usually try to take Honolulu and then New Zealand as Japan because it keeps ANZAC and US busy while adding good ipcs.
So I guess I’m not sure why Japan and Italy have to be part of Russia because in all the games I’ve played, if Germany wants to take Russia down, it will.

I don’t see how this is a loophole. Doesn’t it clearly say in the rules that this is permitted? It says in the unit profiles under aircraft that you MAY assume all attacking units will hit (so the sub would kill the whole fleet), and that you MAY assume the defending units get only misses (so the sub would live all the way through).
I haven’t played many global games (I still don’t own Europe 1940), and I also don’t really understand the different rule sets. I’ve only played with the rules out of the box (are those alpha +2 or what?). So maybe this is different for different rule sets. Anyone know more than me?

This is an interesting thought about Russia. I’ve always found in all the games I’ve played as Russia, that Russia is way stronger than it looks. I’ve played against people who don’t really know how to play as Russia, and I can easily defeat them. But when I play as Russia, I play to attack.
Have you ever played for or against Russia where it attacks full force?
