You also need to make the following adjustments to the setup:

USSR: Add 3 infantry to Russia (for a total of 6)
USA: Add 1 infantry to Northwestern China and 1 destroyer to sea zone 11

  I just ordered the game from Amazon and is very excited. I read that there may be a mistake in the rulebook for US IPC. So i need a confirmation which is correct.

1. Is it that US only gets 15 IPC for the first round and for all subsequent rounds, it gets 17 (and any other adjustments made?)

2. US gets 17 IPC for first round as well

Number 2. Is there any fan made IPC tracker ? Thinking of making 1 with simple circles for players to move their markers to mark their current IPC if there is none.
