There indeed is no ‘Changer_small.gif’ file inside the flags directory.
The correct file would be 'Changer_small.png" - that is included. -

It doesn’t matter whether you try that specific savegame with edit mode on or off or with what TripleA version ever. A savegame contains more or less the complete history of a game. And once an error is introduced into a savegame it is there and stays there. You cannot expect a ‘corrupted’ savegame to be healed by using a different TripleA-version. So yes, the error most likely is inside the savegame file.
And most likely errors within savegames are introduced by
a) using edit mode at a problematic point during the game (see my above statement)
b) using a version of TripleA containing maybe a specific bug
c) players using different (maybe incompatible) versions of TripleATo get behind a possible game engine error it is important that it is reproducible with a current 2.7 version and a new game started with exactly this current version.

This appears to be the culprit here: Edit Mode has never been supposed to be active during gameplay. In the past there have always been warnings about using Edit Mode even during phases. Edit Mode should be activated (and after action deactivated) at the very beginning or at the very end of a phase.
And likely never during conduct combat phase.FWIW I cannot reproduce the issue either.

I tested this scenario (Global 1940.2) .
A 100% result with a loss of 5-6 planes appears to reflect the expected outcome.Tested with 2.5.22294 and 2.7 pre.

They are Global1940 or Global1940-based.
Does TWW follow the same AA-unit-rules as Global1940?

Welcome to the forum. The concept of the game is that you attack in hostile seazones and/or in hostile territories. And when you attack there you attack everything. You can’t choose to attack only a part of the units present there (except bombing raids - here you choose to attack a facility).
So an “air only battle” is not part of the rules (except maybe the one round dogfight between bombers, escorts and interceptors in the special case of bombing raids).

I see, however you are correct. The “Sea Units Starting in Enemy-Occupied Sea Zones” - rules add to the regular Combat Move rules - they don’t suspend them.

Of course the Allied destroyers in 104 block Germany’s movement. So no, Germany can’t move through 104 to 91, but must stop in 104 and conduct combat there.
