      As Technology is not part of the standalone game, you need to enable “Tech Development” in the Game Options first:

      After that start the game and enable Edit Mode. You will find a button “Add Technology” now on the right side of the screen:

      You never control a sea zone.
      Sea zones are either friendly (contain no enemy surface warship) or hostile (contain enemy surface warship(s)).
      The result of a sea battle is that you have cleared it of enemy units (or not).

      The game.xml in line 426 incorrectly lists:

      <connection t1="63 Sea Zone" t2="Western Canada"/>
      

      while there of course should not be a connection.
