No. The rulebook leaves no room for such an interpretation.
See Europe 1940.2, page 27:
“Naval bases can be built on controlled territories with a coastline, including islands. Only one facility of each type (industrial complex, air base, and naval base) may exist in each territory.”
and page 28:
“All sea zones that border a territory containing an operative naval base …”

See rulebook, page 7:
Plastic Chips
Use the chips to save space in overcrowded territories and sea zones. Gray chips represent 1 combat unit each, green chips represent 3 units each, and red chips represent 5 units each. For example, if you wanted to place 10 infantry on a space, you would stack up 1 red chip, 1 green chip, 1 gray chip, and 1 infantry unit on top. The number of stacks is not limited by the number of plastic pieces available. (If you don’t have enough pieces to top off all your stacks, use any identifying item, such as a piece of paper with the unit type written on it.)

@surfer @nishav The attacker’s choice to ignore the enemy submarines is a movement decision made during Combat Move phase. The attacker chooses to ignore the enemy subs then to move into that seazone for an amphibious assault with the intent to prevent from a sea battle, as enemy submarines alone do not make a seazone hostile.
However the attacker has to take into account the defender’s option to scramble: As @barnee already said scrambling creates a sea battle and of course the defender’s subs can participate here.
The attacker can never choose to exclude enemy units from defending in a battle.
Rulebook Pacific 1940.2, page 18:
If sea combat occurs, all attacking and defending sea and air
units present must participate in the battle. (Even if the attacker
chose to ignore defending subs and/or transports, they will still
be involved in the battle if the defender scrambles air units and
forces a sea battle.)

Yanks have Korea and are at War with JPN. Soviets move a Inf into Korea. Russia and JPN are not at War.
As long as the Soviets are not allied to US, they can’t NCM a unit into US-held Korea, as this territory is not friendy to them.

They need to be allied to US in order to move into US-controlled Korea as a friendly territory.
Entering a status of war with Japan is indeed required. -

You can. But you need to modify the specific xml-file inside the “games”-directory installed with the map.In general you can change almost every detail of the map/game by editing the related xml-file.
This is not always trivial, however.

Usually this is unspent cash and/or cash handed over to you when capturing an enemy’s capital.“Germans collect 42 PUs; end with 61 PUs” maybe includes 19 unspent PUs. Or maybe the 19 PUs that you got when capturing Paris.

As neither the unspent money (residual in Purchase Unit Phase) nor the handed over money (taken in Conduct Combat Phase) are ‘generated’ during the Collect Income Phase, they are not part of that game phase but of course add to the total.

@barnee I doubt that it is something on your end. I am regularly experiencing this, getting “temporarily unavailable due to heavy load” messages almost every day.
It’s not only bound to the login but to the access to the forum in general.
