For the british convoys, Do i start with those 12 IPCs?

In the manual page 5 under section 5 sub section British Convoys, it says " These twelve IPCs must now be given to india or australia, or divided between the two countries in any manner the british player wishes."

Are these IPCs given also at the beginning of the game, or just after the british players turn?
