Should the 1 per turn militia upgrade limit be read as 1 across all commonwealth nations, or 1 per each nation. I lean slightly towards the former based on strict reading of “turn” and the commonwealth turn rules, but it does raise some questions – why is this not called out when many other things are explicitly in the commonwealth rules? Does this similarly mean commonwealth nations share a combined 2/turn limit on specialist infantry, given they also use the “turn” wording?
