If the FEC receives lend-lease then would it have to arrive in Calcutta, or could it arrive at any other port in India? I assumed that the FEC couldn’t receive lend-lease because it isn’t British home territory, but on the national reference sheet it says that Calcutta is India’s capital when tracing lend-lease.

This question has to do with the Spanish Civil War expansion. I rolled a “6”, the British lose 3 income a turn and the French lose 1 a turn. The British and French were at war and so they had their wartime income. Does the income reduction only apply to British and french peacetime income, or should it apply to their wartime income as well?
