      I suspect that the rule as I understand it is a bit cleaner:

      If a germany falls falls (say to UK) then all territory belonging to Germany stays German. Suppose, all while Berlin is UK hands, US takes France ––> US gets France. If next, Japan takes France, then Japan gets to claim France. If next, Berlin is liberated, then France immediately goes back to Germany.

      And, for factories, I think the rule is:

      A country can only use an IC in a territory that they controlled at the beginning of their turn.

      Some please correct me if I’m not getting the rule right.

      What about when german units are available in a german country and Japanese units move in. Does Japan get to claim it or is it only when no German units are there?

      In order for Japan to conquer (versus liberate) a German controlled territory after Berlin has fallen, the territory has to be taken by an allied power.  Just moving Japanese units into a Germany territory does nothing to the ownership of the territory, whether Berlin was lost or not.

      I’m not an expert either, but I disagree that fighters are a luxury. I think they’re absolutely essential, unless you just want to throw infantry into the meat grinder. I agree with most of the rest though.

      Fighters are not a luxury. You defiantly need fighters.

      Going full Russia in my experience is a standard play by the Cp. All of them are bordering Russia, and it becomes a meatgrinder in our games in which Russia has two or three battles (one for each power), or one or two battles with a combination of Austria and Germany. Ive even had battles with all 3 cps in there. Its not too difficult to defeat Russia especially with the tourney rules i always play with. France is fun for me cause you gotta think outside the box.

      I usually set “Traps” as Russia. It draws as many units as possible into the Eastern Front long enough for America to land in force in France.

      As others have said, the UK & US have to do enough to keep J busy. Especially given the role it can play in helping G in capturing Moscow. Stalingrad is not that far from J’s opening territories, with China easy meat.

      But that has to be achieved while focusing as much resource as possible in reinforcements to Moscow, denying Africa to G, getting an allied fleet off the coast of Europe and perhaps SBRs on Berlin.

      Balancing all these demands for limited resources is part of what makes it a great game!
