      I like to build an IC in Manchuria at least by the third round, after taking on Pearl Harbor, China and India.

      Although there is much debate as the value/necessity of any country buying IC’s … I am in favor of an IC with Japan in either the 2nd or 3rd round as well.

      I see nothing wrong with an Odd’s Calculator … it’s not like the computer doesn’t know the odds. As far as creating a better AI – can you? I surely don’t know how to.

      The rules for World at War says the following about an Axis IPC win:

      “Germany and Japan win whenever their combined IPC total is 20 IPCs higher than all of the Allies combined.”

      Does this mean directly after Japan has finished his turn, implying Russia and US cannot fight back?

      I assume (as in orig. A&A), that the Axis must maintain the IPC total at the end on one complete round of play (meaning every player has had a turn).

      I believe RUS is counted as Allied.

      Laststrike is right … however, this is only viable if NOT playing RR.

      It definitely is beneficial to save both the Allied fighters, while destroying one on Japan’s.

      Good strategy for non-RR games. This would allow the US to plop down an IC in SIN on US 1 too. (Which can be crucial when simultaneously setting Japan back a couple turns).

      You are correct about the UK 1 ac situation; however, a US 1 ac for EUSSZ is the way to go … UK can land it’s 2 ftr on the ac b/f GER 1 (if not used anywhere else – but, it really isn’t required). This allows UK to purchase an IC for IND on UK 1. The shuck-shuck is instantly established and more than likely most of the GER fleet is destroyed (if not the entire fleet) before GER 1. Also, RUS still has it’s sub and trn to move to the UKSZ and/or attack any left-over GER naval vessels.

      Yes GER could EASILY take KAR, but it is also possible for UK to take FIN on UK 1 (2 ftr, 1 bmb, 1 arm, 2 inf and 1 bb bombardment). Or better yet … UK could possibly take WEU on UK 1. It could use both bb’s to bombard WEU. OUCH!!

      Well … I would say defending – but, I play RR (Russia Restricted), so Russia can’t attack MAN anyways (on turn 1).

      Has anyone played A&A … allowing Russia to have “moving” IC’s?

      Russia can move either or both of it’s IC’s one territory per turn. If an IC moves – it cannot produce units that turn.

      No – the maximum units produced (whether by an IC or just regular infantry) is still equal to the IPC value of the territory … or unlimited in those “initial” IC’s.

      how about only “developed countries”? like UK: Britian, South Africa, East and West Canada, India, Australia and New Zealand. Germany: All. Russia: Caucusus, Keraila SSR, Russia, Evenki Nat’l Okrug, and Yakut. Japan: Japan, Manchuria, Kwantung, and Okinawa. USA: East and West USA, hawaii, and Alaska. eh……

      Perhaps it would be better to have only territories with 2 or highter IPC values able to produce infantry and make the maximum number of units produced equal to the IPC value minus 1 (i.e. India could produce 2 infantry units, but Italian East Africa could not produce any)?

      Has anyone ever played A&A where each country can produce infantry in any territory (limited to IPC value) without the having an IC? – i.e. GER can produce 1 infantry unit per turn in ALG. Territories without IPC values (i.e. Gibraltar) and neutral territories (if violated) have an IPC value of 1.

      As far as the Germans using a transport to attack S. Africa on G2 … this can be easily stopped by using the UK transport as a blocker in the MADSZ. Problem solved…

      Precisely – the whole point is for an IC in SIN or IND (not CHI). The US can give Japan CHI … and retake it later. The key is being able to move the fighter and 1 infantry out of CHI.

      Keep in mind that UK doesn’t have to build 2 arm per turn via the IC in USA. It can build 2 inf per turn (that’s only 6 ipcs) – hardly a make or break amount for UK … especially considering the amount of ipcs per turn Africa will generate for UK and keep away from the blood-thirsty Germans!

      In addition, the US can land troops in Africa – forcing any German troops to split it’s defenses/attacks.

      I’ve only tried the S. African IC once, and I did it simultaneously with an IC in SIN for US. Needless to say – Africa was UK for the rest of the game. Also, I ended up purchasing an additional IC for UK in Egypt. I barely hung on to the SIN IC and really never had any shuck-shuck going on to support Russia. UK built tons of fighters and simply landed them in KAR and SIN. Russia was able to contribute infantry to SIN, while the US pumped out a couple of fighters a turn from SIN and slowly built up a navy to sink the Japanese fleet. Japan had to pretty much focus on the SIN IC, so Russia’s IPC level stayed relatively high (with the addition of FIN and UKR territories). This entire game was basically a “Japan first” strategy.

      One thing I might add is the following: holding Africa (and mainly keeping Germany’s IPC level minimal) – is definitely worth the 15 IPC’s for the IC. Germany has no chance in taking over Africa.
