      Using the second file.

      Friendly reminder about the Mongolian rule - it is independent of if and who declares war. It will activate the Mongolians as Russians if Japan takes a Russian territory adjacent to a Mongolian one (so you can take Siberia or Kazakhstan, and they will stay neutral, but if you take amur or Timguska, they become Russian). They will become permanently neutral if the Russians attack Korea or a Japanese-held Manchuria or Kansu.

      So germany stars with no money? the engine gives it, and then immediately takes it away prior to research. I cant find anything in the rule book about this.

      Your thoughts? I tried different Triple A versions, and both the Total War 2.8 and 3.0

      Also - standings are now life time, based on an ELO score (similar to chess). Among the benefits it removes the need to place a cap on number of games with 1 opponent. Big long discussion of it in the League discussion thread over this winter, went into effect Jan 1 of this year.

      2 edits, 1 NCM from china, NCM for US, during UK turn. The china one seems good to me as no dice rolled during the UK turn, but the US sub move was after dice was rolled in China. Not sure what your editing policy is, let me know.
