Normally in a game of Axis and Allies France will be taken by the Germans and thus the Germans loot their money. But I was curious.

Could Germany send in less units but sill take France and allow the other mainland units to survive. France then could counter attack and regain control of the capital. Would they then collect money at the end of their turn? If so Germany could collect frances money two times.

I may have messed up the rules if so let me know.
