Here is another idea:
Simply put, for all Axis attacks (not defense) in the 1st round, the 1st round of battle rolls by units rolling greater than 1 get an extra roll.
I think this type of balance may actually be more historically accurate. World leaders were concerned about the military build-up by the Germans and Japanese in the 30’s. They did take comfort in knowing that the allied forces were numerically superior at the time. It was quite a surprize that the armies of the French and British Expiditionary force were so quickly overrun. Again in Op Barbarosa, the it took over a million casualties before the Russians solidified their defences. The story is repeated by the Japanese, who often won against 2-1 or greater odds.
Pearl harbor would have been like 4 ftrs vs 3 BB’s with all 4 ftrs surviving. Jpn starting w/ only 1 CV probably reflects unreplaced CV losses at both Midway and the Coral Sea.

Ger gets an extra roll of 3 in the 1st roll of combat. It becomes a normal combat afterwards.
AES:
Inf, arm vs inf. arm
The Ger arm, but not the inf gets an extra roll of 3 on the initial combat. Normal combat resumes on the following rolls.
The 1st round SBR attacks by the axis get to roll twice for the if they survive AA.
I have not tested this. I did not do the exact math, but I think it keeps Ger aggressive early in the game and gives a major kick to the Jpn offensive before Allied forces gel to take that initiative away. The main Allied counter is to be aggressive themselves before the Axis powers can get the extra rolls.
Just in case this over favors the Axis:
This can be limited by bids to the number of initial round 1 attack units that get the bonus roll. In this case, they will need to be tracked. The extra attacks expire after J1. No carryover to the 2nd round. The extra rolls must be declared prior to rolling for the battle.
I think bids around 15 might be fair.

Ger SBR’s GBR, declaring an extra roll. The AA hits. SBR=0.
There were so many reasons to go after Saddam. My personal thoughts are that WMD was a lame reason. Kinda like getting Capone on taxes.

Would any enemy of Saddam accept documents that he provides as flat truth? His 2 sons in law believed Saddam would grant clemency when they returned w/their wives to Iraq. Saddam had them killed. His intel minister was on TV speaking of many phony victories when our soldiers were systematically wiping the resistance off the map. This same ministry hushed up the gas attacks against the Kurdish minorities. The schools in Iraq have taught 2 decades worth of hatred and lies to the citizenry.
It should not surprize anyone that bad and evil people will present untruths, even in document form, if it provides an advantage.

As GBR, given the GBR SZ BB, I would still buy the AC.
The extra BB moves to WUS SZ to cover the US trn purchases.
Tanks moved into dice-roll combat are not allowed to move in non-combat. After you win a dice-roll battle with them, they are required to stay in the newly claimed land.
Attacking the Tr, S in the Baltic w/o ftrs gives you unfavorable odds.
Most players I know would rather bulk up a defensive position rather than attack w/disfavor. It risks opening up favorable counter-attacks by your opponent.

You will see in time…college is VERY demanding time wise(eg. 3 1/2 hr. classes). You may have more freedom, unlike highschool. I am a freshman in college, but I only go to school two days during the week. But I’m in school from 8:30 AM - 5:30PM, and not to mention the loads of assignments that tag along. And the weeks fly by at an astronomical rate!!! Before you know it, a whole semester is over!

If Kar is stacked to the max and the middle and eastern Rus forces go west, then stick w/defense. Add the tran for taking Afr so you can afford the heavier defense while reducing GBR capacity for offence. 8 inf + trn.
It takes a certain genius to find your niche target, develop a product, market it, and then make millions off of it.
And yet, I find it quite idiotic to throw political support for someone who will take all of those hard-won earnings away in higher taxes to the millionares.

While a certain amount of government is needed, cases abound about how waste and corruption destroy the wealth of our nation. Taxing should be structured to encourage the best workers, and work motivators from around the world to live amongst us and contribute here, in the land of the free.
Each of the major party candidates have major weaknesses, yet their stated policies differ mainly in tax policy. Their running mates both exhibit greater personal ambition than ability for the nation as well. Highly reminiscent of another recent administration.
You can balance the 3-hits by allowing attacking, not defending subs hits against the Dreadnaughts to count double.
As always, the defender should pick where to allocate hits.
Realistically, the range of their guns scared away the Allied surface ships.
Superior US intel often prevented these Japanese monsters from finding their prey, so it would be safe to say that they were not effectively used in attack. Superior USN air power allowed us to pick the battles where we finally sunk them.
The Japs developed pellet spraying shot for their big guns, but I think the regular hull-mounted AA’s were better against air. I think they also had other specialized shore bombardment shells, but by then, they were defending rather than conducting beach landings.

lets say you have 10 tanks, so 5 of them attack at 4 on the initial round of combat rolls.
When you take losses, can you lose the 5 rolling at 3 and keep the 5 rolling at 4?
or
Do you rehalve the tanks for the next round of combat to keep the 50/50 ratio of 3 and 4 rolling tanks?
How 'bout making them 3-hit BB’s? With amphibious ground bombardment of 5?

The fishing fleets of today have sonar and satellite imaging to lead them get the last of the schooling fish in the ocean.
