How does a power get eliminated from the game. I assume it is when all of their land territories have been lost. Am I correct in this assumption?

If one of China’s territory’s gets liberated by an ally does the IPC(s) go to China or the ally? I am guessing they go to China but just want to make sure.

The reason why I posted this in the first place is that I am writing an Android app to keep track of IPCs and needed to know when to skip a player that might have been eliminated from the game. With the response that I received from Panther the program determines if the the Power has any IPCs and if not it goes to the Combat phase bypassing the Purchase phase.

Panther, thanks that explains another question I had concerning if when a power looses its capital does the IPCs of the territories it still holds go into some kind of escrow until the capital is liberated. So you skip the Income Phase for that power and record 0 IPCs. Good to know.

Can Egypt’s naval base be utilized in both SZ 98 and 81? In other words if you have naval units in the Red Sea(81) and you control Egypt can they move three SZs instead of two?

Clarification Concerning Submarine Combat
In an opposite sea zone a lone German submarine wants to engage a Russian cruiser and submarine. I need clarification in what are the German’s options. Does he need to use the Step 2 Surprise rule to conduct combat or can he wait for Step 3 & 4 where he can continue attacking? Reading the manual it looks to me that the only option is Step 2. In this case it would probably behoove the Russian player to use both of its ships in the combat I would think. Also do both Russian ships get to fire back after the German fires regardless of any hits?
One last question concerning an attacking submarine against a lone transport. Is the transport lost just like any other time it engages an enemy or does the submarine need to role a 1 or 2 to destroy it?

The rules state that “Industrial complexes can’t be built
on islands”. Does this include the Phillipines? I would think so but still need clarification. -

United Kingdom Units After One Capital Falls
We had a disagreement after UK Europe’s capital has fallen. Can any units that came from UK Europe hook up with units from UK Pacific and be under UK Pacific’s control? To me it only seems logical that they can but I couldn’t argue that for sure.
