It just never occured to me that they did not have an IPC value since the many Xeno Games World at War system games played where each neutral territory had an IPC value. A reward… if you will… for having a battle in the first place.
I realize that in Pacific it is not a big deal but what about Europe? I mean Turkey and such have to have a value right??? Why even have such elaborate neutral country rules if after all… they mean no IPC increase?
I do not see gaining some access as a viable reason to commit forces for…

In all the posts for a japanese attack… I never hear a strat for wiping Mongolia out!
Does anyone start a battle with them early?.. I start right off the bat and continue till they are gone.

Where is the 16th ipc territory?
UK starts with 16 IPC’s but only has 15 printed on the board territories.
My thinking is the island off India (Ceylon) missed the printing of 1 IPC???

Nothing worse than an allied foothold in java with anzac/us fleets combined at a airbase etc…
Knocking out anzac will benefit in the long run but the china/uk campaign would be severly affected.
I will determine the benefit and return with results.

The question should be… do I have a big enough room?
The trick for me is too go out and buy a battlefield size plyboard (8X4). Mount some legs (4X4posts). Stiffin the center with a box frame. That should do. Flip it over and lay some short ply carpet and Viola!

If during non-combat naval moves a empty sea zone is entered with an enemy island containing scramble planes can they interupt and attack the boats?
