@Rescue55-joe I believe the “10 IPCs for each country” that you are referring to are actually the National Control Markers, which are used to track both conquered territories and national production levels. As barnee pointed out, IPCs are not physically provided, and the Rulebook instructs us to track them on paper, but any proxy (such as Monopoly money) will do. See page 7 of the Rulebook for details on both National Control Markers and IPCs.
In a nutshell, the National Production Track is used to chart your “income” using a National Control Marker. and every turn the “money” goes into your “bank account”, which is represented by IPCs, where it can be spent on new units (or saved for later).

Is it enough for Russia to be in war with European axis to claim Mongolians, or it has to be at war with Japan?
The USSR must be at war with Japan, as it has the restrictions of a neutral power on the Pacific map when it is not, and neutral powers can’t enter neutral territories.

Since the only way that you can control an airfield when you don’t control the island it’s on is when you lose control of the island but still have land units there, you can place one of your units that’s on the island on the airfield to indicate control. This could be a land unit if you have no air units on the island. In fact, you could make a habit of doing this all the time if you like, even if control of the island and airfield(s) isn’t split.

@ragnell804 All hits must be applied. The transport is destroyed. If the Ottomans had scored only 1 hit, the Italians could have broken off the attack and saved the transport, at least for the time being.

@lagouyn That looks correct, except for one small, but important, thing. In order to take control of a territory controlled by an ally while their capital is enemy-controlled, you must recapture it from an enemy. You cannot ever take control of a territory directly from an ally (except when regaining control of one of your own original territories after your capital is liberated).

There are only enough (double sided) control markers for the islands included in the game. However, your solution would work if you have another A&A game that you could get control markers from.

Page 15, Phase 2: Movement, Land Units: The first sentence of the third paragraph should read “Land units that begin the turn in contested territories can only be moved to territories that at the beginning of the turn were either controlled by your power or contained units belonging to your power.”

@Overkill All of the above are different. The 1941 board has fewer territories and industrial complexes, and the IPC values are generally lower.
As far as buying 1941, it’s not very expensive, and it has several sculpts that are different from the other games. If you’re into that sort of thing, you may want to consider picking it up.

@Ichabod1862 First, you don’t declare war on neutrals - you simply attack them (see page 10 of the Rulebook). Also, attacking one of them makes only that one join the other side, not all of them. However, attacking a strict neutral does cause all of the other strict neutrals to become “pro” the other side (see page 11 of the Rulebook). There are some exceptions regarding Mongolia (see pages 36 and 37 of the Rulebook).
Air units cannot fly over a neutral territory unless they are attacking it, so it’s not possible to combat move an air unit through a neutral territory in the same turn that you’re attacking it. See page 11 of the Rulebook.

The Axis doesn’t have to control the cities - it just has to keep the Allies from controlling them. So, for the Axis, having land units from both sides in a city is just as good as being in control of it. For example, if the Allies control the cities at the end of turn 8, but one of them is contested at the end of turn 9, the Allies can no longer win.
Tactics card 16 returns destroyed units to the reinforcement card, so they go into their original slots. Since empty slots are at the beginning, they will always be selected for deployment before any units already on the card.

As it cannot declare war until the Collect Income phase, it is still restricted.

Its industrial complexes are upgraded immediately when it enters a state of war, so they can be used on its first turn after another power declares war on it.
