      Japan is the most flexible power, you can easily shift gears, build minors on Malaya and French Indo China and Hong Kong and a naval base in Hainan and airbase on Kwangsi, and hold the 4 money islands while you build up ground troops.

      In the meantime kill off China and convoy all India’s money away with 2 subs. You can even strat bomb them but your bombers are usually needed for China.

      Or work your way out to the Philippines/Carolines with the fleet and kill Queensland.

      Japan can go a lot of ways. No need to throw away the Pacific on a 25% chance.

      I’m in a slow moving game with my cousin right now. It is still the same game from when i first posted this (ie, the first time ive tried a major IC in Romania). It worked like a charm. I just took Moscow on what i THINK is G5, could be G6, with 10 tanks leftover. Italy doesn’t have egypt yet due to the UK being strong, but the Romania major IC will now pump everything down to the middle east and hopefully secure the win.

      The Romania Major IC worked well with Japan only declaring war on Russia (he stacked in Amur so I took it out). Right now, because i am terrible with Japan, I’m sort of on the ropes, but I bought myself enough time that i should be able to win on the Europe board.

      Its a pretty straight forward setup:

      Attacker declares ALL combat moves and then you request defender to decide on Scrambles/Intercepts.  This indicates you have concluded all your combat moves for the turn.

      At this point, the Attacker has passed the point of no return and is stuck with all the decisions just made.

      You’ll get a lot of mileage out of requiring the attacker to request scramble decisions with the understanding it indicates they have concluded all their combat moves.

      In the case where there are no scrambles, just require the attacker to announce something along the lines of, “That ends my combat move phase.”

      Generally it is VERY important when playing in person to make sure you announce the transition of the phases and don’t muddle up combat and non-combat moves.  Not saying people all cheat, but it sucks when you lose track of unit movement and end up double moving something that impacts the game dramatically (like moving a bomber to Hawaii in your combat move phase and then non-combat moving it in the same round to one of the smaller islands and now being in striking distance of unprotected Japanese TT which should have been safe but now are not).
