A couple of questions, first, I have seen people saying the winner of the Spanish Civil War stops making recruitment rolls,
Its a bit of deductive reasoning, but In 13.1, in the Spanish Civil War, it states that the Nationalists are controlled by Germany. Thus if the Spanish Civil War ends, they are no longer controlled and no longer make recruitment rolls. Also same goes for the Income & Production section of that.

I would like to see an answer for this as well. The question would also apply to forts. For example, does an AAA on the Maginot Line get 3 shots at 6?

Of course this doesn’t solve the issue of say, vichy france and Germany attacking the same free french zone, as thats not forbidden in 6.1 (as far as i can tell)

Combat does not occur. See section 0.5. Nations are allowed to share sea zones when at war under certain conditions, the first being
“When naval units of Major Powers that are not at war suddenly come to be at war.”

In these cases, units do not participate in combat until one power makes a new combat move during the combat movement phase against the other units in that zone. Either side can move out of the zone freely without triggering an attack.
@delaja I think, simply put, resolving retreats after all combat is finished would resolve those issues. If you try to retreat to a zone that is not occupied, the retreat fails and those units are eliminated. Adds a bit of counterplay to this rule.
@linkler I think the way it works is that you cant non-combat move through a zone with a submarine except in the case of you have forced the submarine to submerge using MAP, if you did that, your transport can non combat move through since you can share sea zones with a submerged sub as per 0.5.
Also i think any movement that may result in combat, is combat movement.
We also get a similar discussion about tech rolls because they seems to rely too much on chance. For example, the wartime economy could have a lot of impact in the game.
While we are on that subject you could improve tech by allowing nations to pay to get a +1 or 2 to their tech rolls, or instigate a rule that you get a +x for each other nation has that tech completed.
I just want to confirm that minor powers like Free France, KMT and CCP can not upgrade their militia to infantry?
Russia can just buy and rail an AAA gun and attack with that.

9.20 says “recapture”. As the land zone was not possessed by CCP to begin with, they do not have to return it. They can if they want to, though. This must be decided immediately after conquest.
@theveteran Yes most cities will have a library that has a 3d printer of some sort these days. It probably depends on the size of your library/city though. It might not be good enough quality to print A&A miniatures but its worth giving it a shot.

Can you retreat from a combat where you have wiped all opposing units?
In 9.4 it says you can retreat at the end of any combat round in lieu of the next rounds attacks, it makes no mention of having to require opposing units still present.
Also if you cant, what about the case where a submarine submerges, can you retreat from that?
I’m still scratching my head a little on the role those UK surface ships are playing in the MAP battle
Think of it this way, there isnt a MAP battle and a normal battle that occurs in the zone; There is one single battle where 2 units (MAP and Destroyer) can hit submarines, and all other units that attack normally.
I think they need to be at war with a major to be at wartime income. I agree its not very clear.
Also im pretty sure they don’t collect income until someone successfully influences them, thoughts?
