      Do you think it would be unbalanced to give Italy another battleship or cruiser starting out, something to ensure the navy can survive past the first couple turns without fleeing the area?

      My brother and I are trying to work out our perceived balance issues (and some noted by users on these forums in the past), but we have only played two games of E40, so I think we both still have a ways to go before we really have the dynamic of the game down.

      It just seems the Allied navy starts out with a huge advantage, save for Germany’s U-boats (which can be dealt with fairly quickly), and with Germany’s first few turns pretty much sealed by fate (with being forced to first attack France and then Russia), they don’t seem to have the initial resources to focus any IPCs on more naval units to possibly pose a challenge to Allied transport convoys.

      However, since my brother has been focusing pretty much all IPC on building an emergency air force (he is Axis) with Germany, I have had a hell of a time making landfall with transports.

      Anyway, this is as much observation as question, but responses would be much appreciated. Thanks

      Gotcha, thanks man. Yeah, because of the difficulty in keeping up with it, we are now using a mix of our original system and the official system.

    • Collect Income clarification

      Okay, while I did manage to miraculously acquire this game recently at retail price, I am still a newbie to Axis and Allies. I have played 5 or 6 games now (though all with Spring 1942 and one trial run with E40).

      When a power loses a territory, the IPC will be collected at the end of the conquering territory’s turn. However, does the losing power deduct that income during the conquering territory’s phase, or during his own Collect Income phase?

      Example:

      Germany takes France. During Germany’s collect income phase, Germany gains 4 IPC to be used next turn. Is France reduced by 4 at this time, thereby inhibiting France’s immediate next turn, or is France reduced by 4 at the end of his next turn (during his own collect income phase)?

      We have been playing with the former, but from what I’ve gathered from posts here and there, it should be the latter, where the effect does not inhibit the victim player until the next round of play (so, turn after next).

      If you really want this game, it’s out there, you just have to do some hardcore digging. After hours of digging through websites via Google search results, I got a copy this week (ordered on Tuesday) from an online store for $89.95, just received it today. I am reluctant to reveal my source, for obvious reasons, and I may have gotten the last copy anyway.

      In any event, look for local, small game stores that happen to have a website and online ordering available. The only way you’ll get a copy for the original price (or below) is if the retailer does not realize what they have, and just happens to have a copy or two left that has been on their shelves for the last two years and never sold.

      If you come across a retailer that claims to have it in stock, verify through e-mail or a phone number; due to my e-mailing to make sure, I actually had two stores change their web sites to say “out of stock” after I asked them to check for me.

      They are out there, just takes a mixture of effort and luck to find one.
