      The “common” bid for axis is 8-9 ipc.

      Thus, at the start of the Chinese turn both the USSR and US bid.  the USSR secretly bids $2.  The US secretly bids $4.  The bids are revelaed simletaneously.  The US wins and now immeditaely transfers the winning $4 to China’s cash.

      (the goal of this is to represent the schizophrenic nature of the Chinese forces - its not quite modeling history since it treats the Chinese as a cohesive whole, but does model the conflicting goals of the US and USSR and their intervention in China).

      Unless there are seperate victory conditions for the Soviet and US player, there’s still no conflicting goal.  The US could simply bid an excessive amount of money as they have better position and economy to stick it to Japan, and now they have essentially a free infantry factory in China.  For it to really work you’d have to choose two somewhat passive-aggressive people to play the USSR and the US who have some sort of bet going on between for who controls the most territory at the end of the game.  Maybe the bill for pizza & beer at stake, but even then I can’t imagine Russia choosing to give themselves another front when they’re already going to be needing that cash to halt Germany.  And add another rule that if US units enter Russia they immediately become Russian but are unable to use or participate in combat for a full round (to emulate lend lease training, plus they refused to return the b29s that made emergency landings so reverse engineering and research)

      Not during the regular movement phase.

      If you want to during the reinforcement phase you have to pay supplies at your base depending on which sector on your side of the board (shown on the gameboard) you want to place the ships. This is called Rapid Deploy.

      Supplies are for – building airfields, repairing airfields, repairing ships in the damage area of your base and for rapid deployment.

      This is an old debate. The numbers say if you made then 11 IPC and gave them one free AA roll at 1 against a plane ( one cruiser = one die roll) you got as balanced unit.

      Or you can make them 10 and reduce the SB to 1-2 ( 3 is too strong) you also got a balanced unit.

      Just do battles of DD vs CA  using total IPC of say 80 ipc or 160 ipc ( 8 or 16 CA vs> 10 or 20 DD)

      Then also plug in numbers adding BB to each side ( say 3 per)

      You will get a small DD advantage ( like 56%), the tipper is this AA roll or the 1-2 SB….you decide.

      Like other posters have said, they do give some flavor, but most of them just make the game try to follow the track of the actual war. Say for instance, the ‘Russian Winter’ NA for the Soviet Union. Needless to say when playing Germany, it left me in the cold.

      Marines are also not a national advantage, several countries had marine/amphibious assault units. Or partisans, several countries resistanced and conducted sabotage operations, not just people in Soviet territories.

      So yeah, adds flavor, but opens up a can of worms too.  :lol:

      I actually played a game to a draw where Germany knocked out Russia quite a few turns before Japan was conquered by the US.  Germany troops actually reached the Pacific the same turn Japan fell. 
      Then the US got all of Africa and the islands in SE Asia.  The US was a huge juggarnaught and so was Germany.  Germany had well over half the IPC values under their control, but the IPC’s split about even because Japan had conquered the Asian territories first, so Germany didn’t actually collect revenue for them.  The US and Britain owned the seas so we called the game a deadlock.

      I use them as mech infantry about 2-3 years before Mech infantry actually existed in AA. I didn’t like the table tactic pieces . they are horrible quality

      I think the countries that will be pro axis/pro allies neutrals will be countries that are typically active in AA games (belonging to one side or the other), but have not officially joined the war by the games start date (around June 10th 1940). If they are leaning to your side you don’t have to invade (fight) you just move units in and take ownership (probably in the combat phase).

      If they are hostile to your side you will have to attack the units printed on the map. New countries that have been added to AA40 expansion of say The Middle East or Africa that had not yet joined the war should also follow this format.

      There could be something like move into a pro your side in combat move and take ownership the IPC’s are yours, where if you come in non combat the tt remains pro your side (you only occupy it) and don’t get the IPC’s. There may be some reason that you may only want to occupy a tt (avoid some kind of consequence, like others turn on you).

      There will be certain countries that have been traditionally neutral like Turkey, Saudi, Spain, Sweden, maybe Switz, parts of S America etc. Either side will have to fight there way in like you do with Mongolia for these true neutrals. I could see certain countries having alliances, that if they are attacked others will join the other side like in S America. I hope there is no link between say Spain and Turkey, and if there is you can avoid it with political pressure in the individual regions. Like say you have Turkey surrounded, and attack them it keeps Spain out. I would not like a rule that says attack one true neutral and all the others join your enemy (but it could happen). If Germany/Italy attack Turkey to open up the Black sea (to invade the Caucasus) allows the US to start putting troops on Spain that would not be cool. The axis would have to invade both at the same time to watch their back. If an attack on Turkey brought the Saudi’s to the other side or vise versa, that I could live with, at least they’re in the same region. I don’t know if they actually had a political alliance though.

      Maybe NO’s will dictate if/when you can invade a true neutral (w/o consequences). If you have say a Middle East NO (control of Persia, Iraq, Syria, Jordan and Egypt) you can invade Saudi or Turkey (Turkey may also include another NO w/Balkans making it more difficult). If you achieve an NO with the Scandinavian tt you can now invade Sweden Etc. Control the region (NO) gain access to true neutrals. I know its a stretch, and NO’s most likely won’t have any effect on neutrals, but it was worth mentioning.

      Like the other dude said, you don’t take North America. London, Washington, San Fransisco, and Ottawa will hold (in your average Axis victory game,)

      Some you’ll get over time, Cairo and Calcutta
      Some you’ll need to be sneaky, Sydney and Honolulu
      Some you’ll need to be brave. Moscow and Stalingrad
