We want to play a game of 1940 global as an amateur with 4 players.
We plan a dozen hours of play.
We wonder about the relevance of adding the optional technology rules or not: indeed in the past some players had a lot of bad luck since they had spent a lot of ipc and had a lot of bad luck at the dice game.
So we would like to know what is the opinion of the community on its optional rules:

Are they played frequently as an amateur and are they also played in tournaments?

In addition we ask, if there is a house rule which would reduce the random side (luck) and which is unanimous either in tournaments or in the community of amateur players?
