The reason they have this rule is to dissuade people from attacking true neutrals. Even though in real life Mongolia might not immidiately go to war if Sweden was invaded, there would be some international backlash

When the USA and USSR are neutral, they can niether move their units into their allies’ terrotories nor allow their allies’ units into their territories. Once they are at war, even if you land an air unit in their territories (as long as their capital is still in their control) you cannot occupy and take over your ally’s territory. The only exception to this rule is the Dutch, but you need a land unit to gain their income.

Yes, both of those pro-axis infantry become German infantry, which you can then use to attack the allies. So if you put any troops into finland, you automatically get 4 free German infantry and you take over the territory

And what happens to the French colonies after France has been completely conquered?
Once Paris falls, can USA and UK take over French colonies to gain their income, or is the money wasted on France who can’t build without a capital?

When you attack a true neutral all of the other true neutrals immidiately become pro-other side (pro-axis if you’re allies and vice versa). So even though those 41 (or however many) other armies don’t immidately attack you, now all it takes would be the other side to move one unit into any neutral territory and all of those infantry and ipcs immidately benefit them. For example, if axis invades switzerland, all of the true neutrals become pro-allies. So the british infantry in South Africa can simply move into Angola and Mozambique and pick up 4 inf and 2 ipc a turn for free.
You should invade true neutrals only if the benefits far exceed these consequences (the other side picking up a possible 41 infantry for free to use against you).

When the allies (USA and Russia) are neutral what actions are they allowed to take besides build and non-combat move? I know that they can’t move land units into Allies territories, but can they invade neutrals? For example, while the USA is still neutral can it send its transport down to Brazil (3 SZ away) and land unit there to take over the pro-allied terrotiry? Or would that count as a combat move that they can’t make? Also, while they’re still not at war with Germany could Russia invade pro-axis Finland, or would that count as provoking an attack on the axis and therefore not be legal? If anyone has any ideas, I’d appreciate their feedback.

One small typo (but one that could be confusing), in the Italian Political rules:
•Declaring war on the Soviet Union does not cause Germany to go to war with USA and vice versa.
I think this should read Italy.At first look I didn’t notice this, but now that I read it over again it doesn’t make as much sense. Is the rule saying that, if Italy attacks Russia, it doesn’t affect the relationship between Germany and the USA (both of which are independant of Italy and Russia), and if so, why would we expect that the USA’s neutrality is affected at all by an Italian attack on Russia? It seems as though this is in fact a small typo, so when you get around to it it would behove you to revise it for clarification. Other than that the rules look great! Thanks for the previews!

Based on what we’ve heard from Djenson, it sounds like Italy could be a real contender in this game, so I think it might be necessary for the UK to devote some resources to beef up Malta. I could see Baron’s idea working pretty well to slow down the Italians from reinforcing North Africa. If Britain can gain control of the Med before Italy becomes too powerful in Africa, there’s no way Italy will be able to put up a fight later on (with only 10 IPCs a turn…) I’m not sure yet as I have not played the game, but I think that reinforcing Malta might be a worthwile endeavor.

I’m pretty concerned with the impact Japan might have in Europe. With their enormous air force (and especially if they remain neutral for a few turns) they can breeze through china and transfer planes there to attack the Soviet Union right in its center by the 3rd or 4th turn, which, when combined with Germany’s attack, whould utterly annihalate them (and all of the allies).

French Units in French Indochina?posted in Axis & Allies Pacific 1940
In my games of P40 I’ve been adding two neutral infantry to the FIC territory to represent the French forces in the area. I’ve been using German troops from the revised version, and they can’t move or attack back, only defend. This hasn’t balanced the game at all (Japan is still able to sweep over the entire region, and doesn’t have to devote many troops to capture the territory) but I like that it makes the game a bit more historically accurate.
Does anyone know if Larry has said anything about French units starting the global game in FIC? Historically the Japanese conquest of FIC wasn’t a complete walkover, so I was thinking that once E40 is released with actual French units, the global game can start with a small French contingent guarding the territory (perhaps 2 infantry, a destroyer, and a transport). Any thoughts?

Given the choice, I’d avoid helmets altogether and go with beret for the Brits and that garrison cap (wedge) for the Yanks.
I agree. I’d use something like Monty’s signiture red beret for the British, and either a garrison cap of a naval cover like MacArthur’s for the Americans. I assume the Russians would have a fur cap and the French would have a Kepi, but what about the Italians?

That’s an interesting strategy, and I plan on trying it out. In most of my games the UK player builds an India IC, and then Japan tries to invade on J1 or J2 (and usually takes the territory, too). Therefore, it’s not practical to build any other ICs, as the British have kindly provided one for you. However, with an IC in the East Indies and another in FIC, it’s possible to wait before attacking India and mass more troops, and you can focus your starting troops, such as the Eastern CV and fighter, against the Americans as opposed to soley pushing west against India.
