I am a new boy to the game. The version of A&A which I have just bought has the 2nd edition rules. I have seen a couple of mentions in this forum of 3rd edition rules. How do I get hold of these?

I am about to play A&A Pac for the first time. I have read the rules and one thing (well, one of many) I can’t work out is buying industrial/factoroy units.

My reading of the rules is that only the US can buy these units and they can only be placed in LA or Hawaii. Does this mean that once the non-US countires factory units are destroyed the non-US countries can’t build/buy any more and have pretty much had it?
