      I agree, its worth taking the risk every turn for a tech that helps a lot. I used to think tech was useless and not worth it until I actually started risking it and saw that you can actually get a few techs every game and is worth it.

    • Naval Base Clarification

      If you capture a naval base can you use that naval base in your non-combat move phase? My friends are arguing that you can’t, their treated like factories and canals/narrow straigts, in that you have to wait next turn. I’m on the side saying you can since there is no direct statement in the rulebook about not doing that. The only thing the rulebook says is that naval units starting their move in a sea zone adjacent to a friendly operating naval base get a move of 3. Therefor, if you capture a naval base, and have ships noncoming from that base, then technically I think you should be able to.

      its easiest to just subtract the convoy raid out of the ipc income on the chart than having to do it when they collect income. you take one ipc off for every enemy ship in you convoys up to the max value of the territorys.

      that’s a good gradual system of developing an alliances instead of sudden swings, maybe the chart( with the change listed in the forum) posted at the begging plus this system of growing an alliance is the best way to use the neutrals. it would keep easy buys out of the question and no sudden game changers like first turn German turkey.  :-)
