      @noneshallpass I was going by what it says on page 61 of the Rule Book. It doesn’t say anything about waiting until later to send them home. I would think that would be problematic because there could be some dispute over which ships came from the French navy and which didn’t later in the game, which in real time could be a day or 2 later.

      As far as sea zone 49 that refers to ships that rolled Vichy. The question asked here was about the ships that rolled German. Those stay where they are or go to their home country.

      Stating that they can send the ships home under the French flag just means that in real terms that this is the justification for moving them to your home country without being intercepted by the Allies (known as a Flag of Convenience), and that you’re not moving them with magic or something stupid like that. You don’t actually have to move them along the board until you get home while making little steamboat noises. You just pick them up and move them after replacing them with German ships. You can move all of the ships that rolled Axis, some of them, or none of them.

      You just pick them up and move them there. Basically you just get a choice to leave them where they are or move them to your own port. Do it before the German turn ends when you did all of the Vichy rolls.

      As far as advanced units go, attack transports are one of the most powerful pieces you can buy. I wouldn’t go out of my way to develop them for any nation other than the US, Japan, and to a lesser extent the UK. For only 2 IPP more than a regular transport you get a unit that can drop any of your units off on the first round of combat and you don’t suffer double casualties. That means you can purchase a regular infantry instead of a marine for 1 IPP cheaper as an equal unit thereby lowering the cost of your attack to compensate for the higher cost boat. More importantly, you can attack with artillery, tanks, mechs, or any other ground unit on the first round like in A&A. Huge advantage.

      The US would greatly benefit from a heavy Carrier too because it can carry 3 planes across the Pacific for 18 IPP. It would cost you 23 IPP to purchase a fleet carrier and an escort carrier to carry the same amount of planes.

      Advanced Submarines are a favourite of mine for the US, Japan, Germany, and ANZAC. They’re harder to kill than regulars subs and they have the same punch as a Destroyer. ANZAC can’t afford a big navy so they are very effective working as hunters against Japanese navy stragglers. Japan really has to think twice about splitting small groups of boats off for amphibious assaults and such. Carriers are especially vulnerable because if you nail one with first strike you may sink their planes if they don’t have a landing spot available. Lend leasing them from the Americans is a great idea because you won’t need to develop the tech with the UK. Two birds one stone.

      I have a 16 sided die and we roll it for each country at the beginning of the game for each nation. You get whatever tech rolls on the die. It gives you a fully researched tech for free so you get some weird marriages of nations + tech. You wouldn’t normally try to develop attack transports with Russia but they sure work great dropping off heavy tanks in Sweden.

      Never underestimate the power of a long range jet fighter for any nation on the board. Now that you can scramble them into adjacent territories
      they are a killer with an air base, escort bombers like a boss, or pound anyone’s navy.

      I refer you to my first paragraph. The list of income-determined actions are the ONLY things you can do.

      That was always the case. The only exception was and is to enforce the Monroe Doctrine, which is stated in that rule.

      Escort duty is allowed at 35 IPP, but rule 9.11 specifies « surface warships ». So the US can’t take naval transports along, right?
      Naval Transports don’t do escort duty.

      Can the US move its naval transports along with its warships for naval combat within 2 sea zones of US est coast at 50 IPP ?
      Naval transports don’t participate in combat and can’t be used as cannon fodder so obviously not. Again, the list is the ONLY things you are allowed to do. Think about how long that list (and rule book) would be if it listed all of things you can’t do.

      Can this 50 IPP move be done only during combat move, if there are actual German or Italian ships to engage, or also as a preventive measure during non-combat?
      It says “May engage in combat”. That’s what the US is allowed to do at 50 IPP. Preventative measures does not qualify as combat.

      The list of income-determined actions were meant to be a list of the things the US can do. The rules were written that way instead of creating a list of dozens of things that they weren’t allowed to do. We have clarified it for you in the errata;

      United States Reference Sheet:
      Income-Determined Actions:

      Add: “The United States is very restricted at the beginning of the game. They can only move within their Home Country, until they reach a certain income level:”

      At 35 IPP they:
      “May move ships, build facilities and reinforce Pacific Islands. Ships must end movement bordering US land zones. May perform Escort duty for Allied Convoy Lines in the Atlantic Ocean within 3 sea zones of US Home Country.”

      Changed from:
      “May move ships in the Pacific and build facilities and send units to Pacific Islands. Units moving to Pacific islands must end movement in or bordering US land zones. May perform Escort duty for Allied Convoy Lines in the Atlantic Ocean.

      @jbuckbuddy In both cases the winner gets that free infantry for the rest of the game. It says that right there in the rules for the Spanish Civil War.

      @hbg-gw-enthusiast Thank you I appreciate your feedback.

      To address your first paragraph I did review the first video with Morten and talked about things we could do differently. The rustling sound you heard was apparently a rainstorm in Denmark. Morten’s game room is located in his attic so the sound of rain hitting the roof just above him came from a combination of that and a cross continent phone call. I have noticed in my earlier videos that when I play with dice or chips or something while I’m taping that it seems magnified on camera as my hands are closer to my camera than anything else in the room so I try and be cognizant of that now. I also noticed how when I moved the camera around it was difficult to hear Morten so on the second video I tried to move the phone every time I moved the camera. I only missed that a couple of times in the second video. This is a new way of making videos for me and I’ll get better over time.

      The next thing we are going to cover is the improvements made in the Political aspects of the game. The Vichy rules, Spanish Civil War, China, and the relationship between the Allies and the Comintern. A lot of the questions we get are related to these changes so people may find them revealing as far as interpreting those rules are concerned.

      You could deny the 2 IPP that Russia receives by placing an Axis Submarine on the Arctic Convoy Line. The American player could also deny the Russians the 2 IPP just by stating it verbally. That’s one of the reasons why I always say in my videos that the Russian player needs to be a dick to win but they can’t be too much of a dick. They have to cooperate with the Allies to certain extent without helping them win. It’s a delicate balance between the players that doesn’t exist in A&A.

      But no, you can’t actually raid the Arctic Convoy Line.

      OK so the rules says that the Manchurian and Rehe territories start the game as Japanese so they aren’t technically “recaptured” as per rule 9.20. The Russian player has the option to give them to CCP or keep them for Russia. He is putting a note in the FAQ to reflect this.

      The way I read it they would have to give it back to CCP. As you said it is considered part of their Home Country. The rules also say you must give recaptured territory back to a member of your alliance. It shouldn’t matter if the CCP has no territories at the time because they never surrender.

      On the KMT sheet they take the time to mention that KMT has a choice whether or not to return Hong Kong to FEC so that seems like a special exception to returning territories to alliance members in China.

      I’ll ask the rules guy next time I talk to him. I think our next Chronicles video is on the Civil Wars so we’ll be covering that anyway.

      I want to point something out. One of the differences between the Version 2 Reference Sheets and Version 3 Reference Sheets is that the nations that don’t require to be at a certain level to declare war don’t have a Wartime Income. If you look closer at the sheets you’ll notice that the column lists “Total Value of Land Zones” rather than “Wartime Income” that you see on the Allied Reference Sheets.
      In other words, Germany, Japan, Italy, and USSR don’t have a Wartime Income. The Axis Powers are unrestricted in when they can DOW and the USSR simply has to wait until a certain date. They do have a Wartime Bonus Income but that isn’t the same thing. Those are the bonuses listed on the sheet that they can collect if they achieve specific goals while at war with another Major Power.

      I hope that helps you to determine quickly if the nation you’re playing can declare war or not.

      @kaiserschmillhelm Ok so I contacted the rules guy on a related matter. After talking it through with him we determined that France would be able to use British railroads and rivers as a Lend Lease path. He will be adding to the Errata to reflect this interpretation of the rules. It seems that with all of the changes from V2 to V3 that this was one sentence that was overlooked.

      Basically what it will say is that you can give others permission to use your railroads and rivers for use with a lend lease path.

      @noneshallpass That’s good. I was told infantry class earlier in 2020 but I think that this is the right choice to make them vehicle class. They could have been either but it seemed to me that they were more of a vehicle class unit.

      If you read the Free France Reference sheet it seems clear that Free France is the same as France after liberation of Paris and does not replace it. I think what they are saying with “effectively becomes France again” is that it becomes a major power with all the rules that apply to a major power. For Home Country it says that Free France considers Paris and all surrounding territories as home country as long as they are Allied-possessed. As such the same rules would apply in the war between Free and Vichy France. If that’s the case then Vichy could attack Paris and they other Allied units wouldn’t take part. Remember though that you would place 4 French infantry in Paris upon liberation.

      -Submarines have first strike unless the Enemy has a Destroyer present.

      Unit statistics on National Reference Sheets all list Tactical Bombers as having first strike on land an naval units.
