Actually their armed forces weren’t stronger than Russia’s. They didn’t have carriers, their tanks were flawed, etc. But still to balance the game do give them a strong army.

In WWII countries didn’t really wait for their enemies to move first. What if we just let the players take their turns at the same time, for example write their moves? I know this is not original but this is AAR ‘Historical’ Edition, right?

Hey Imperial, maybe a few map changes won’t work. I’m thinking of only two changes anyway. Like splitting Norway into 2 territories: Norway and Finland. And separating Greece and Italy instead of the collective “Southern Europe,” so Italy can have at least 4 VCs

Maybe this will solve the problem (it still needs a little bit of modifications though):
Snowy terrain: When attacking snowy territories roll a die. If you roll a 6 sacrifice 2 units. If you roll a 5, sacrifice 1 unit. A roll of 4 or less doesn’t do anything.
Desert terrain: Only tanks and aircraft can pass through desert terrain.
Mountainous terrain: Only aircraft can pass through mountainous terrain.
Mongolia–Mountainous terrain
Himalaya–Mountainous terrain
Russia, Soviet Far East, Buryatia SSR–Snowy terrain
Sahara: Desert terrain
Southern Europe: Mountainous terrain
Greenland: Snowy terrain
Alaska: Snowy terrain

I’m with the idea of making China an independent power in the optional rules. Chiang Kai-Shek wasn’t really pro-American, he just wanted Western military aid and precious Lend-Lease supplies (http://en.wikipedia.org/wiki/Chiang_Kai_Shek#Wartime_leader_of_China).
nyway if you guys aren’t tired of this project yet we could create NA’s for China. Tekkyy whadya think?

It seems silly to set a single goal for each nation. There were always multiple goals they were working towards. Instead of putting one goal, perhaps multiple goals should be created and NVP (National Victory Points) assigned to each? Players must then concentrate on both team victory and a number of smaller concerns.
Ok, so I wrote from scratch 3 victory conditions each power:
Soviet Union:
1. Spread communism–2 points for each non-red territory you have at the end of the game, -2 for each red territory you don’t control
2. Be the first at Berlin–8 points for capturing Germany
3. Establish a powerful economy–If you reach a NP of 30, you get 10 pointsGermany:
1. Crush the red armies–You get 1 point for each Soviet tank or artillery you destroy, 2 points for aircraft, 3 for warships
2. Blockade Britain–At the end of the game if you control at least 4 sea zones surrounding Britain you get 10 pts
3. Invent “miracle” weapons–For each technology you succesfully research you get 5 pointsGreat Britain:
1. Be the first at Berlin–8 points for capturing Germany
2. Tame the U-boat menace–3 points for each German submarine sunk
3. Contain communism–For each red territory the Soviet Union doesn’t control at the end of the game, you get 2 pointsJapan:
1. Replenish oil resources–If you capture Anglo-Egypt, Trans-Jordan, and Persia you get 3 points each
2. Invade China–If you capture China or Sinkiang you get 2 points each
3. Establish naval superiority–2 points for each US warship sunkUSA:
1. Liberate the Philippines–5 points for capturing the Philippine Islands
2. Be the first at Berlin–8 points for capturing Germany
3. Reestablish naval strentgh–For each ship you build, 3 pointsIs this system too complicated? Is it historically inaccurate? Ideas, anyone
