      That is what we’re currently trying to determine.

      A) if the US controls finland (or has fighters there), it’s no longer neutral.  It MUST be at war to be in Finland, no other way around it.
      B) if any axis power declares war on Russia on the Europe side of the map, Russia is no longer neutral (it’s at war with someone, so it’s a friendly power to the Allies).
      C) Declaring War occurs at the beginning of the move phase, and scrambling occurs at the end (at which point Russia is at war with at least one Axis power).

      So in your example, as Russia is not neutral, and the US is not neutral, US planes in Finland can scramble to the seazone against an attack on Russia.

      Correct, except that TheDefinitiveS said “UK”, not “US”, but that is a minor point.  Either way, the scrambling power is at war.

      Not exactly true.  When attacked, they join the opposite side from the attacker.

      After being attacked, they are no longer neutral, but friendly to the opposite side from their attacker.  However, the territory and forces are uncontrolled, as you say.  The question at hand is the timing of this status change.

      And a friendly neutral is not the same as a player power not yet at war - they have completely different diplomatic rules.  For example, if Russia is not at war on the Europe map, Britain CANNOT noncombat move through their spaces.  It is NOT the same as a friendly neutral, for lack of a better term it’s a Neutral Power, completely different than a Friendly Neutral or a Strict Neutral.

      Oh that is SOOO sweet! Wish I had known that previously.  I had not attacked a French Destroyer for fear of losing the non-Aggression NO for letting FIC be free (figured it was all or nothing.)  Ah well, my fault for not checking first!

      LOL as fun as that would be… my intention is to keep the final posted version of the ruleset, as uncomplicated as possible.  Keeping true to the spirit of FUNCTIONAL axis and allies.

      Great concept btw though,  there are still clearance divers finding WWII mines today.

      Regardless, I believe the intention of a sticky - is to make something stand out…  12 items  vs 3 or 4 is a bit much…

      Some of them are even locked, and I doubt are used - like some of the stuff pertaining back to October.

      Not sure if you’re talking about the first one or the second one Gar… I’m getting the second one tonight actually! Probably going to be hooked on it… I was told that playing the second one before the first wouldn’t leave me lost since the stories aren’t connected.

      Just completed 3 rounds playing this rule and I like it - alot! Germany took France Rd1 so had two tech rolls starting RD2. US purchased a RF RD1 so also had 2 tech rolls RD2. Out of 22 rolls we only had three hits and 2 of the 3 ended up Radar hits (could possibly be helpful for Germ, not so much for the US) and of course I’m playing the allies! This is why I don’t believe you need to add any more costs, maintanence or otherwise, to this rule. It hasn’t had a major effect (yet!) on our game and it’s really cool to roll a tech dice for each country (especially Anzac!) each turn.

      You could also hide the fighter in Kwangtung C1,  sure it’s under threat, but it’s destruction would require a J2 DoW.

      What a bunch of JUNK.  One of my new plans was to NOT attack china in several places, and focus on a troop build up for india,  but now those pesky Chinese just STACK in Burma :S  Yunann MUST be obliterated J1.

      hotmail, Gmail, etc are accounts any computer can have. These types of emails are not the ones that your internet provider gives you anyway. They are the ones anybody can establish even on a cab ride on their cell phone.

      My strategy for when I play russia (I’m almost always italy or japan) I leave token defense on the border nations w germany and rally my armies in leningrad, belarus, west ukraine and ukraine. The added ic will prob help out since I now have two places where I can pump out infantry and fast units to the frontline. With the new NOs I can use the stalingrad ic to reinforce the caucasus and use moscow to send units to help out china

      Well, yeah, theoretically.  Just seems like, particularly with new rules bringing in the U.S. if Axis is in Canadia, that’s not a very realistic proposition.  South Africa seems like it would make for more viable strategery options.

      I mean, I haven’t ever put a lot of thought into an Ottawa strategy, mostly because, just looking at it, it seems pretty well doomed to fail.  Might as well try to grab New York.
