      Axis and Allies Global 1940 League Rules

      1 - Anyone can join at any time.  No sign up is necessary Just play a game in the league forum with a title that clearly tells the version, players, sides, and bid:
      For example
      OOB Gamerman01(x) v Allweneedislove(+99)

      2 - You may play anyone in the league. As many times as you want! (Since 1/1/2024!)

      3 - Scoring/Playoffs

      Results are separated by version of the game - Out of the Box 2nd edition, the Balanced Mod version 4, or Path to Victory
      Bookmark it now!!

      Playoffs will begin as soon as possible after 31 Dec. 2025, for each of the game versions played in the league

      Minimum # of games during 2025 required to participate in the playoffs:
      Balanced mod - 6 games
      Path to Victory - 3 games
      Out of the Box - 3 games
      Classic - 6 games

      Sign up for the post-season playoffs in December.

      The 2024 league champion for the respective version is automatic #1 and runner-up is #2 with the other 6 (or 7 or 8 if past winners don’t sign up) in order by ELO at 12/31/25.

      That CLASSIC version is organized for play in the 2025 league!! See below for the league’s default rules. This is important because CLASSIC has some optional rules, and certain ones are selected for league DEFAULT play. The league needs to pick one way as default, especially important for playoffs.

      Back to old!
      The 2025 league champion and runner-up will be recorded in the league history archives forever.

      The playoff brackets will be “seeded”, 1 vs 8, 2 vs 7, 3 vs 6, and 4 vs 5, with the 4-5 being in the same bracket as 1-8.

      The moderator normally makes additional brackets when more than 8 players in one version sign up for post-season playoff action. This will be done in a manner that attempts to maximize the average overall enjoyment of participants. The champion of a 2nd or 3rd bracket for a particular version is also indelibly recorded in the eternal records of the league.

      Playoff game results are tallied like any other league game, and also count for meeting the minimum game requirement of the year in which they are played.

      **4 - Game & rules - The default rules for all versions of Axis & Allies played in the league are Regular Dice (that is, not Low Luck) and bidding to determine sides.

      The default rules for OOB, BM, and PTV are

      1. NO tech

      The default league rules for Classic are modified as follows:

      1. NO Spain (her neutrality cannot be violated) All other neutrals are in play.
      2. TWO dice heavy bombers rather than three.
        Note that TECH is NOT an optional rule in Classic and is ON as the league default.

      The optional rules of appendix IV on page 31 that are ON for league are

      1. You CAN place naval units in enemy-occupied zones
      2. USSR can NOT attack on round 1
        The other optional rules are NOT on by default

      If you haven’t played Classic or haven’t played it for decades, you should read all rules carefully or the rules will set you back more than your opponent, some will surprise you a lot!

      For all league games, all versions:
      The default game rules may be modified by agreement of both players.  Low Luck or Tech, with or without Tech Tokens, or almost anything is allowed if you and your opponent agree prior to bidding.

      Bidding - is normally used to ensure that both players are satisfied with the side they will play.

      Default settings for bidding:

      1. Limit one bid unit in a territory or sea zone.
      2. The nation placing a unit in a territory or sea zone must have started with a unit in said territory or sea zone prior to placing the bid.
      3. China can only add infantry

      In a regular season game, the player with a higher support level for A&A.org (gold, silver, bronze) may make the opening bid. If support levels are the same, a die roll decides.
      In the playoffs, the higher seeded player will bid first (no respect to badge level in the playoffs)

      The term “unit” includes facilities as described in page 27 of the Europe 2nd edition rulebook, therefore facilities may be added with a bid.
      Also, a unit may be added to a territory with only a facility, because a facility is a “unit”.

      5 - Posting Schedule

      The following is for the benefit of waiting players to be able to claim a win on an abandoned game and do not have to be exercised.

      5a - Time Limits - There is a 72 hour time limit per move. This may be negotiated by the players at game start.  If you agree to different time limits, you need to post it at the beginning of the game thread for the moderator(s) to enforce.

      You should give defender decisions (casualty choices, scramble/intercept/submerge/ kamikaze decisions) to your opponent as soon as possible.

      5b - 72 hour warnings:  After 72 hours and there is no game-play post from your opponent (i.e. at least a game decision made), you may post “bump” and the number of the bump (Bump#1, Bump #2, or Bump #3), which creates the “warning”. Do not include any other text so that a bump post is clear.

      5c - “Bump” warning and consequences - Each “bump” warning resets the clock for another 72 hrs.  However, on the 4th “bump” warning, the absent player will be disqualified and declared the loser for that game. You cannot retroactively issue a “bump” warning (after your opponent posts).  “Bump” warnings can be issued for posting of partial turns (for example, someone only posted their combat move), OOL requests, etc. but they follow the same 72 hour requirement.

      5d - If a turn is not posted within 14 days of either the previous turn post or a decision post or the end of a predetermined “vacation”, then the win can be claimed.
      The 14 day default can be claimed without any of the bump warnings described in 5c

      The great majority of players do not exercise these rights strictly, and after finally claiming a win, most players will state that they would like to continue the game and take back the result if the missing player comes back.

      6 - Posting game results - Losing players are responsible to post results in the pinned “Post game results” thread.  This is so we know the loser agrees with the game result.  Post names of the winner and loser, Axis or Allies, the version played, and the bid. Also post a link to the game thread.  Winners may post the result when the game result was due to time limits of rule #5.

      7 - The Season starts on 1 Jan. and ends on 31 Dec. midnight
      That’s midnight in American Samoa (the latest New Year), in case it comes down to that.  Game results must be reported by 31 Dec. in order to be counted for that year’s season.  All game results reported between 1 Jan. and 31 Dec. will be included in that year’s league standings.

      8 - Making Assumptions during gameplay - The purpose of assumptions is to reduce the number of game stoppages for opponent decisions (scrambling, casualty choice, intercepting, submerging, kamikazes).  Because you are assuming a decision for your opponent, you are at his mercy if he disagrees. Hopefully you can reach a mutually satisfying conclusion, but disagreements go in the defender’s favor, naturally. Seek a moderator ruling if necessary. Be very careful with assumptions.

      9 - Order of Play - You may not go back to previous phases/turns of the game and make changes without your opponent’s permission.

      10 - 2 TripleA quirks to watch out for -
      Fighters on Carriers -
      Triple A does not track what fighters are on what carriers. It is the responsibility of the controlling player to use game notes and/or post to the game thread which fighters are on which carriers. If a player FAILS to declare what fighters are on what carriers, the opponent and the moderators will assume that all fighters are on LIKE carriers (for example, all USA planes are on USA carriers) unless placement from previous turns dictates otherwise. The opponent may grant late declarations but does not have to (similar to assumptions in #8 above).
      Even without a declaration, it can often be determined what carriers hold what fighters, and anyone looking through the history may be able to determine there is only one possibility. BUT it is respectful and courteous to declare because your opponent should not have to figure it out. However, if there is only one possibility, then that combination will stand even if you fail to declare…
      Get in the habit! Declare which fighters on which carriers at the end of each turn if there is any possibility for confusion, or rely on the league rule that by default, like fighters are on like carriers.

      Naval battles involving submarines - Triple A is careful to make sure subs only hit ships, and that planes can only hit subs when with a destroyer. A potential problem arises when Triple A will roll subs only and prompt for a casualty choice, or planes only and prompt for a casualty choice. TripleA requires “first strike” unit casualties even when destroyers are present that nullify submarine first strike capabilities.
      A player is supposed see the entire roll of the other side before choosing casualties, except in the case of submarine surprise strikes. Therefore, you will need to allow your opponent the option to change the premature casualty choice required by Triple A, or use the forum dice to bypass Triple A, or a combination of the two!
      Another option is to go into edit mode before rolling the battle. The engine will prompt you for casualties but if it is not time to assign them, you can select none and click through until it is time to assign.
      This method keeps the history in TripleA and using MARTI.
      If you are confused, work with your opponent to his satisfaction or ask someone else for help.

      11 - Moderators will make the final decision on any rules, violations of the same, or any other game disputes. Moderator rulings are FINAL.  PERIOD.

      All of these rules are for the intent of maximizing the fair play and enjoyment of this great game for as many as possible. It’s great when you give your opponent some leeway and you can receive the same, but be careful. If there is any dispute, it comes down to these rules and/or a moderator judgment call.
      We are a great community of players - I rarely get asked to step in for a disagreement.

      I am excited to tell you we may have an influx of Axis & Allies players to the league in coming days. There is a group who really like playing Classic, and they are welcome in the league.

      Yes, that’s right, for the first time probably ever, A&A.org league will have a section for Classic. They are looking forward to having ELO ratings, league rules and moderation, and playoffs. There is an 8 man tournament starting right now, and those game results will be recorded for them, of course in their own tab. Hopefully several will start playing in the league and some more momentum come with them.

      Or the whole thing may not get as far off the ground as the Jan 1986 Challenger, but I wanted to tell you the news. A couple of the guys @Martin @elche are already league regulars.

      And of course, it gives you all the opportunity to return to the roots. If you ever had the classic board game, you will love how it looks in Triple A, it is fantastic. And @The_Good_Captain is an absolute ace with the Classic rules and all its versions and variants. If you ever play Classic in any capacity online or with your friends/family, you have a resource.

      I played a couple games of classic a year ago at @elche 's nudging and I’m glad I did. I am participating in the tournament (in the tournament section) so will be involved a bit with these guys.

      I don’t know how you’ve re-oriented yet, but a year ago we revamped the ranking system and everyone has lifetime league records and an ELO. A link is in the league rules

      I tested it too, big combo battle with subs on both sides, air on both sides, destroyers only on one side. It was a pretty complicated affair.
      But it is a lot more like playing the game on a board. You count up hits and assign casualties at the time they’re supposed to be assigned.
      Too bad Triple A isn’t set up this way automatically, and too bad it doesn’t conveniently keep the tally of hits that must be assigned to ships, or must not be assigned to subs, BUT

      In many scenarios this will be the best way to go.

      Summary:
      Roll mixed fleet battles in Edit mode.
      Click through (don’t assign any hits) premature casualty choice prompts (subs hit and don’t have surprise strike because of enemy destroyers, or planes hit without accompanying destroyers)
      until you’re at the place where casualties need to be assigned.
      You need to count up the hits and assign them legally. Since you’re in edit mode you don’t have to, as you don’t have a computerized check on you here.
      Assign sub hits to ships only. Assign plane hits to non-subs only, when there is no friendly destroyer to the planes present.

      This is the way to keep all dice and everything inside Triple A without editing units off the board. It keeps the battle in the history.
      But you ARE in edit mode, so human error can happen.

      An innovative idea hit me out of the blue the other day.

      I would need several players to be interested for this to really work best.

      ROUND ROBIN A&A!!

      We will play a league community game, no effect on anyone’s scores

      So far this year, there have been as many (actually, 1 more) game of OOB finished than BM4, so it will be

      an OOB game!

      Details forthcoming, I’m not going to plan everything out perfectly and then have little interest from you guys.

      Basically random, hopefully involving some great players, some good, some lower tier than that.
      So you pop in the hot seat, play your power’s turn, and you’re done for awhile. Might come back in some later round, might not.
      You get the idea. Jump into a community game, round robin, and just enjoy playing a power’s turn, with no continuing plan from ally to ally, no particular opponent…

      Like this post if you think it’s neat and you would want to be involved some day when we get it going!

      Enough up-votes and replies, and I’ll bring on more details.

      Oh, wow, I don’t think I’ve ever posted here.

      I joined on January 6, 2019 according to the site’s statistics. EDIT - (NO - 2009, not 2019!) I found this site after playing the revised version somewhere else. I love being able to play a turn of Axis and Allies at my leisure and own timeframe (play by e-mail, play by forum).

      We used to play with “ABattlemap” which was just a digital A&A map with little rectangle icons that you dragged to territories. We typed in every move, and rolled dice on the forum.

      AA50 came out, around that time? 2008 I think. That game was a huge breakthrough in A&A, with national objectives being introduced, and Italy as a playable power that balanced it out, 3 on 3 instead of the wicked double move by the Allies.

      After enough years, and after some vacancies I was and still feel honored to be a moderator on the site. I still can’t believe it.

      I have been supervising and organizing and moderating the A&A.org league for many years, and it has been amazing. Because all the guys from around the world (mostly USA and Europe) that enthusiastically play A&A here in the league are high quality and interesting and fun people.

      Check out the league forum if you’ve ever played A&A on the TripleA program, or even if you haven’t and you are intrigued.

      You don’t have to sign up for the league and there is no commitment. Basically it standardizes rules, has a moderator who will ensure fair play, and most importantly? a standings/rankings board where you can see how you stack up against your fellow A&A enthusiasts. Beware. They are enthusiasts and they are experienced and good at the game. But there are players for every skill level, and the rankings board is so helpful in finding the caliber of player you are looking for.

      It’s OK to lose. Learn a lot and improve. Here’s a link to the league.

      I have experience with Classic (been a long time), Revised, 50th Anniversary edition, Global 1940 (came out in 2012), and A&A&Zombies. If you want to talk about any of these games, I would love to receive a Private message from you.

      I am one of the top posters on the site (especially because of playing AA50 by forum the old way - which was a LOT of posting) at 26,100 posts. So I love A&A and I value this site very much, and I’m writing all this in hopes that you will investigate more and find out why so many people frequent this website.

      Axis and Allies Global 1940 League Rules
      (updated Jan 6, 2023)

      1 - Anyone can join at any time.  No sign up is necessary - just play a game in the league forum with the proper game naming convention (Player1(side) v Player2(side)) and bid amount

      2 - You may play anyone in the league.

      ***(THE FOLLOWING WILL BE ELIMINATED FOR 2024)***
      

      BUT - against one single opponent, there is a limit of best of 3 (that means a maximum of 2 wins against a single opponent).  This limit is expanded when both you and your opponent have completed more league games:
      0-6 games completed: Limit is best of 3 (first to 2 wins)
      7-12 games completed: Can do best of 5 (first to 3 wins)
      13-18 games completed: Can do best of 7 (first to 4 wins)
      This pattern continues. This total is across all versions - see the color coding in the OVERALL tab of the rankings.

      3 - Scoring/Playoffs

      (THIS WILL BE REVAMPED FOR 2024)

      3a - Each player will start the year in 1 of the 5 tiers based on their previous year’s tier. If there were less than 3 games the previous year, the moderator may make a good faith judgment call in order to more accurately assess the tier, for the benefit of all. If player is new to the league, will start at tier 3 until 3 games completed, then will be adjusted based on those 3 results.

      Cutoffs for tiers are 5.50 PPG for tier M (Master); 4.50 for tier E (Elite); 3.50 for tier 1; and 2.50 for tier 2. (Below 2.50 is tier 3)
      Players will be awarded points as follows:
      Win over tier M, E, 1, 2, 3 earn 8, 7, 6, 5, 4 points, respectively
      Lose to tier M, E, 1, 2, 3 earn 4, 3, 2, 1, 0 points, respectively
      Point totals are divided by # of games played to arrive at PPG (Points per game)

      Points awarded are changed when a past opponent rises or falls a tier - that is, every player’s current point total reflects the current standing of their past opponents.

      2nd edition (plain out of the box))

      there is a minimum # of games required to be in the playoffs.

      Bal. mod - 6 games
      Path to Victory - 3 games
      Out of the Box - 3 games

      Anyone playing at least this number of games for the respective version is eligible to sign up for the post-season playoffs. The top 8 players for each game version (by PPG) will be eligible to play for League Champion of that version and will be recorded in the league archives forever.
      The champion of the Balanced Mod playoff is considered the over-all league champion because this version is the most popular in the league.

      The playoff bracket will be “seeded”, 1 vs 8, 2 vs 7, 3 vs 6, and 4 vs 5, with the 4-5 being in the same bracket as 1-8.

      When more than 8 sign up, the moderator will attempt to make additional brackets in a way that will maximize the average overall enjoyment of participants. The champion of a 2nd bracket in a version is makes the eternal records of the league as well.

      Tiebreakers for seeding or getting in a bracket are in this order:
      1 - Head to head play
      2 - Most games played
      3 - Strongest opponent defeated (measured by PPG)
      4 - Random number generator

      Playoff game results DO count in the subsequent year’s regular season standings (this was voted on in the past, and the large majority wanted this)

      Even without a declaration, it can often be determined what carriers hold what fighters, and anyone looking through the history may be able to determine there is only one possibility. BUT it is respectful and courteous to declare because your opponent should not have to figure it out.
      Get in the habit! Declare which fighters on which carriers at the end of each turn if it is not obvious, or rely on the league rule that by default, like fighters on like carriers.

      11 - Moderators will make the final decision on any rules, violations of the same, or any other game disputes. Moderator rulings are FINAL.  PERIOD.

      All of these rules are for the intent of maximizing the fair play and enjoyment of this great game for as many as possible. It’s great when you give your opponent some leeway and you can receive the same, but be careful. If there is any dispute, it comes down to these rules and/or moderator judgment call. You all are awesome, I almost never get asked to step in for a disagreement.

      G40 2nd edition is one of the 3 versions played here, in TripleA. There is no commitment to play multiple games and no signup. Just post in the “find league opponents” stickied thread, and shouldn’t be long until you have a match.

      Standings board is available so that you don’t play somebody too weak or too strong. Many other benefits, including moderator support, and dozens of players who are knowledgeable with TripleA and G40 2nd edition.

      OK, great! Great discussion, I mean.

      Not a bad idea to have separate playoff brackets for separate versions - not a bad idea at all - but I think I have a better one!

      It’s no trouble for me to maintain 3 different standings sheets for 2021. Therefore, I’m confident the majority will agree that for 2021 we will still have 1 league together (shared results thread, shared discussion thread, shared everything) but with a separate standings and PPG calculation by version, which is actually what I was saying before I read the last 2-3 hours worth of posts. There will be a league champion playoff for each of the 3 different versions.

      Again, this is a proposal and you all can shoot it down (with radar enabled AA guns), but surely this will be the most popular idea, no?? :)

      Thank you again for all inputs - I read everything and each person’s view was helpful.

      Here’s what’s looking like a great idea to me now. 3 separate standings, one for each of the 3 most popular versions of G40 (I’m not concerned with variations within each version, for example 14 IPC bombers in BM - BM will be BM)

      A 4th, overall standings sheet that is a composite of the other 3. If you’re 3-0 in P2V and 0-1 in BM you would be 3-1 overall.

      How many games are required to be in each of the 3 different versions’ playoffs will not be determined this month because we don’t know how much each will be played. We could establish a date, like July 1 possibly, when the # of games to participate in end of year playoff will be set, because that will leave plenty of time to prepare for everyone (to get the # of games you need) and also plenty of time (first half of year) to see what a realistic # of games requirement will be

      I’m thinking the seeding/ranking for playoffs (2021) would be determined by your PPG in that version, not the overall. That way you can try another version, like P2V, and lose without wrecking your great BM record.

      We’re only 5 days into the next league year, so I will let the discussion play out a few more days before designing the standings spreadsheets and recording the games from the first week. You all can count on having a separate standings for OOB, BM, and P2V starting January 1. You can also safely anticipate a separate playoff for each version a year from now! The details will be firmed up later, like how many games to qualify.

      Please allow me time to read and consider more discussion that comes in the next several days before firming up the 2021 league rules, and allow me some time before I “publish” the standings, thanks for your understanding

      2021 game results will be recorded before many days - see league discussion thread - it looks like starting 1/1/21 we will have a separate standings sheet by version, and each version will have its own playoffs a year from now! Please play accordingly. The game results that have been posted will be recorded in the appropriate standings sheet for the version that you played - OOB, BM, or P2V are the 3 main versions.

      Thanks Simon, I should probably post my thoughts on this again. It looks like it will be an 8 game minimum for the league champion (top bracket) for BM in 2021, but we can re-assess this mid-year (allowing plenty of months for everyone to adjust). Will probably be a lower minimum (for the league champion in that version, top bracket) for PTV and OOB, but for all versions we can look at the number of completed games part-way through 2021 when we will be better able to agree on a proper minimum. 3 game minimum will stand for being able to participate in each version’s playoffs (but 3 will not be sufficient for the top bracket in any version unless participation in one version is much lower than we would anticipate at this time)

      And I am also of the opinion that games played in one version will not help you qualify for a playoff in a different version at all.

      Don’t play while tired (or drunk) - block out plenty of time without distractions - and there’s no substitute for experience…

      Perhaps ask a player who’s had a lot of success to analyze one of your games and tell you what he would have done differently.

      And don’t zoom in too much on Triple A - you need to be able to see a lot of the board at once!

      Strategy/skill/experience/tactics, not blundering, and ability to adapt, like to bad dice, is much more influential than dice in G40 A&A. I think was true of AA50, too. Did I mention the psychological warfare, and imposition of will? Even speed of play can affect.

      Consider - Every move in Monopoly except whether to get out of jail by paying money or using a card, is determined by dice or random cards. The entire path of your token for the entire game is pre-determined and you make decisions based on that. Yet with such a big role for dice, a better and more experienced player will rarely lose to an average or casual player.
