good news-I finally got my map to work.
I do have some differences in my set up than your last map shows:
1)I moved the 5inf,2art from Yugo to Romania
2)Slo-Hun s/b mt(take off an inf)
3)Manchuria s/b mt(take off mech,art)
4)Amu should have 10inf,art and 1 mech*

Sorry for my mistakes-you’re right on Ger income I forgot Fin and 1 extra from Rus.

As for the ncm I wanted the inf in Bess to come from E.Pol and 7inf,2art from Slo-Hun to E.Pol (if you don’t think this to be legit-I’ll leave Bess mt and move the inf from Bess to E.Pol)

The way I read the scrambling rules there is not a cap of three fighter scrambling into a sea zone-only a cap of three fighters scrambling from any one airbase.For example if the Japs have an airbase in Korea they would be able to scramble 3ftrs each from Korea and Japan for a total of 6 fighters to one sea zone. Am I wrong?
