      Wow, this bug in the Java sea has now happened multiple times. It won’t let you load and unload transports after combat phase even tho no combat. Weirdly, it allows the load part during NCM, just not unload.

      Next time I’ll play it differently and just move the boats without a load – it’s easier to edit that way. :)
