are there any online or pc game downloads for 1940 /europe/pacific or global?

We have the original 1940 Europe and Pacific games. We’ve downloaded the 2nd edition rulebooks and the Alpha 3 rule changes. Should we be using the Alpha 3 “National Setup by Power” charts when playing either Europe or Pacific individually?

If Germany hasn’t taken Finland on it’s first move, can Russia invade Finland?

SZ101 has ships from both US & UK in it. Germany is only currently at war with the UK. Can Germany attack UK ships only without provoking war with the US?
