How many infantry units are in Russia at the beginning?

The FAQ document  says on the errata:
“Back Cover - Soviet Union Setup Chart: Russia should contain 6 infantry, 1 tank, and 1 fighter.”

and everywhere else it says only 3 infantry

Hello, my question is, can I attack an unoccupied territory with a plane, gain control of that territory??

You don’t need to have a land unit to gain control of a territory when attacking?

My second question is, can I place new air units on carriers?
