We have introduced Oil rule la couple of years ago.
In our 1939 game rules, Axis players doesn’t have oil so they have to fight to get some because they’re going to face a penalty after the 7th round.
If you conquer a neutral oil territory you receive form the bank, twice of the value of the territory.
Ex: Saudi Arabia = 2 IPC so you’ll receive 4 IPC.
When you invade an ennemy oil territory, the player must give you twice of the value of the territory. Ex: Egypt = 2 so UK player must pay 4 IPC.
Ya but during the non combat move only!
That’s the reason why we have introduced planes retreat after one round of combat!

6 IPC for USSR
7 IPC for Germany.
Maybe 8 for USA.
Personnaly, i’m not a big fan of artillery but i think this weapon must be represented.
I used a lot paratroopers and for me it’s a must.

Well it’s simple.
Army airforce = must land on territory (or island) only
Naval airforce = Must land on carrier only.
Just used two different pieces to identify the planes.
Example: hellcat = naval, P51 = airforce.
Can defend and attack together.
Fighter attack at 2 against ground units.
Attack on 3 against ships.
Always defend on 4.
Dive bomber must be a different unit.
Att: 4 in the first round and at 3 on the next turn.
Always defend on 2.
Torpedo bomber
Attacking ship only
At 3 in the first round. (may choose is target)
At 2 in the next round.
Def: 1
All planes movement = 4
In our houses rules, planes may retreat after the first round fo combat.

I think there’s enough spaces on a game board for both units.
So your rules are saying that if Japan had conquered Burma, India, Australia and driven to Moscow… or any of the other ahistorical achievements that occur in this game, they still would never have been capable of producing a heavy tank formation.

In our house rules games, we play with the seasons.
1 season = 1 turn.
For example: No amphibious assault in western europe during winter.
The russian player can call a general winter but only 2 times during the games.

Of course, heavy Tank must be a tech. Germany and USSR only.
Italy and Japan didn’t have the industrial capacity, the technology and money to produce medium and heavy tank. In 1941, japanese didn’t have any tank division!

there’s a difference between a mechanized infantry. Light tank is stronger.

National advantage (ex: USSR general winter, UK radar)

There was some oil fields in the southern part of the country and around balaton Lake.
(The battle of balaton lake was the last battle of the Hungarian & German army against the red army).

Yes japan discovered shale oil in the northern part of the territory but no real production before the end of the war.
