I see, however you are correct. The “Sea Units Starting in Enemy-Occupied Sea Zones” - rules add to the regular Combat Move rules - they don’t suspend them.

Next keeping in line with the Concept of Combine Arms, using only a Jet or Rattler & C, all other units are transformed into foot soldiers(same scenario). Yes initially Bases will be over the limit for 12 units.
