Yep. If Berlin was wirth 12 instead of 8, the central powers would have 4 more IPC to build for and send to the french or russian front every turn. it would make the productionadvantage of the allies less.
With that type of bid, there would be no bidplacement and therefore less gamyness with the bid.

I’m not sure what you mean by increasing production. Are you galkingtalking about making Berlin worth more IPC? In this game the number of units you can place is not limited by the IPC value.
