There is no way Russia can ever generate 60+ infantry. I mean, if Germany is industrial bombing Russia while attacking it with most of its forces for 5 to 6 continuous turns, Russia will never amass such an army.
As for your continual harping about your “combined arms” doctrine, it makes sense but it is hard to apply to a board game and to certain countries with specific objectives/tactics/limitations (i.e. IPC income).

By the time you secure South Africa, an A&A game is reaching its climatic point. It doesn’t matter how long you hold South Africa, it is what you can do from there to change the course in the war. So what you can hold South Africa two maybe three times as long as Brazil, but you can be more of a nuisance to the US in Brazil than in South Africa. And the whole point of the IC in the first place is to distract and hinder the US from Germany. An IC in Brazil can do much much better.

An IC in South Africa sucks. Even when you build the ships, it gives the US ample time to prepare its defenses and still attack into Europe. A Brazil IC, being that it is so close to the US and to the war in the Atlantic, forces the Americans to attack it as soon as possible or they will face some stiff comepetition in the Atlantic.

Defeat for the Axis is inevitable, though, it takes sometime to finish them off. However, that is the funnest part playing as Japan when you know that defeat is inevitable and you just want to inflict as many casualties as possible and resist as long as possible.

You can’t destroy AA guns as an attacker, only as the owner of one if you play with a scortched earth option. You can not retreat from an amphibious assault except for air units, depending on which rules you play by.
