I have gone back and forth on how to balance the game. I have decided to add 17 IPC per turn to the US when at war. This will give it an economy similar to Global when at war. 17 (original) - 2 (Philippines) + 17 (each turn) + 40 (national objectives) = 72 IPC. When it is not at war, it will receive 17 IPC. I still expect China and UK to be crushed, but it will make the game more fun and little closer to historical. It will also offset a few issues that Global fixes such as Russian support, moving units out of India for counterattack, and the ability to bring over units from the Europe board. If it helps with balance, I will post it in house rules.

Thank you, SuperbattleshipYamato! I wish more people were playing just this version. The pacific theater has become my favorite. If you were playing a good opponent, what would you think would be a fair bid based on your experience?

I know that this has been asked a few times. I understand that the US immediately receives 30 IPCs for an unprovoked Japanese attack before the US3 Collect Income Phase. What about the national objectives?
Scenario: J1 attack on US and Japan doesn’t take the Philippines or any other US territories. How much IPCs can US spend on US1?
Is it 17 + 30 = 47
OR
17 + 30 + 15 (3 National Objectives) = 62

For balance, the UK is converted to USA territories and units. Place a USA marker in each friendly UK territory and change UK units to USA units. The 1942 scenario is the preferred set up in tournament play for balance and speed (with no national objectives or tech). What if you we had more balanced NO for the 1942 scenario? The 3rd edition house rule looks promising.
